SUBJECT: The Proposals for the Provision of Services Related to the Inspection of Taxicabs, Livery Cabs including Limousines and Driving School Vehicles
Introduction:
Attached is a report to The Toronto Licensing Commission for consideration at its meeting of January 29, 1998 from its Director, Administration Toronto Licensing Commission dated January 15, 1998 entitled AProposals for the Provision of Services Related to the Inspection of Taxicabs, Livery Cabs including Limousines and Driving School Vehicles@ (Appendix 1). The report sets out a recommendation that the lowest bid be approved and that Toronto council approve the bid and that the appropriate City of Toronto officials be authorized and directed to take the necessary action to give effect thereto. A subsequent report will be brought forward to Committee after the Director, Administration=s report has been dealt with by the Commission.
Background:
By-Law No. 20-85 requires that taxicabs, limousines and driving schools undergo periodic mechanical inspections by a mechanic designated by the Commission. Taxicabs are required (by the By-law) to be inspected thrice annually while driving schools and livery vehicles (limousines) are required ( by the By-law) to be inspected once annually.
The standards applied in inspecting licensed vehicles are the standards set out in the Highway Traffic Act, the manufacturers = replacement specifications (for mechanical parts/systems not covered in the Act) and the legislation regulating fuel systems using alternate fuels. The inspection of licensed vehicles by these standards have been contracted out since October, 1989.
The Toronto Licensing Commission operates on a cost recovery basis, therefore the cost of mandatory inspections have been included in licence fees for 1998. The cost of re-inspection, missed inspections and the inspection of new cars are cost recovered on a pay-for-use basis.
