Subject:Visitor Parking on Residential Permit Parking Streets (All Wards in the new City of Toronto)
Purpose:
To inform the members of the Committee on the various options for temporary visitor parking on residential streets
which have permit parking regulations in effect in the new City of Toronto.

Background:
The Emergency and Protective Services Committee, at its meeting of April 21, 1998, received a presentation from Mr.
Charles Barnes, Consultant, Parking Enforcement Unit, Toronto Police Service with regard to parking enforcement.
The Committee requested, inter alia, that the Commissioner of Works and Emergency Services submit a report on
options available to provide visitor parking on residential permit parking streets.
Comments:
On-street Residential Permit Parking programs presently operate in the communities of Toronto, York, East York and
Etobicoke. Under these programs only those vehicles displaying valid permits may park on streets designated for permit
parking during the permit hours, typically overnight. Permit parking programs do not operate in the communities of
Scarborough and North York.
In the communities of Toronto, York and Etobicoke, overnight visitors are accommodated through the issuance of
visitor/temporary parking permits which entitle the permit holder to park during permit parking hours. In addition,
permit holders are exempt from the statutory 3 hour limit subject to any posted parking or stopping prohibitions, e.g.
rush hours. The operational details of the visitor permit parking programs in each former municipality are as follows:
Toronto
Visitor/temporary permits are available on streets or within areas which are licensed for permit parking provided there is
space available on the street or in the permit area, i.e. a waiting list does not exist. The permits are issued for periods of
either 7 or 30 days at a cost of $10.00 for 7 days or $30.00 for 30 days (plus GST). The permits may be obtained in
person or ordered in advance through the mail or by telephone for pick-up at Toronto City Hall. Staff can also arrange to
have the permit delivered on the same day by courier provided the customer agrees to pay all associated costs.
York
Residents within the York Community can purchase a one month temporary on-street parking permit for out of town
guests or family for a fee of $20.00. Permits may be purchased in person, through the mail or can be delivered by courier
provided the resident pays all associated costs.
Etobicoke
Residents within the Etobicoke community can purchase overnight visitor parking permits for terms of either two weeks
or one month for a fee of $5.00 or $10.00 respectively. Permits must be obtained, in person, at the Etobicoke Municipal
office.
East York
East York does not offer visitor/temporary parking permits.
Conclusions:
Visitor parking permits are currently available in the Communities of Toronto, York and Etobicoke, under the policies
and regulations approved by the former respective City Councils. Staff are currently working on a report on issues
related to a uniform permit parking by-law. This report will be submitted to the Urban Environment and Development
Committee for consideration and recommendation to City Council.
