Recommendation:
It is recommended that the following report be received for information.
Council Reference/Background History:
At its meeting on August 27, 1998 the Toronto Police Services Board was in receipt of the
following report JULY 7, 1998 from David J. Boothby, Chief of Police:
SUBJECT:LAND ACQUISITION FOR 14 DIVISION
RECOMMENDATION:THAT the Board receive the following report for information
purposes and forward the report to the Emergency and Protective Services Committee.
BACKGROUND:
Mr. N. Gardner, Chairman, Toronto Police Services Board, received a letter from the City
Clerk's Department dated May 25, 1998 requesting a report on Councillor Fotinos' motion
concerning the relocation of 14 Division. The motion was moved at the City Council Meeting
held on May 13 - 14, 1998.
The motion, moved by Councillor Fortinos, and seconded by Councillor Disero, resolved that,
"the Toronto Police Service be requested to choose the Lansdowne garage site as the new
location for 14 Division headquarters," and, "the Toronto Police Service be requested to
abandon the other site." The motion, it appears, was moved in the belief that the Police
Service had short-listed two potential sites for the relocation of 14 Division.
The Police Service, with the co-operation of City Corporate Services and City Real Estate, has
identified a number of potential sites within both 14 Division and 11 Division for the
relocation of the respective divisional facilities. However, at this time, no short lists have been
developed, and the land search process is not complete. As directed by the Police Services
Board, the Service has been concentrating its efforts on resolving the 51 Division land issue.
The Police Service has received a number of enquiries concerning the TTC Lansdowne garage
site, and has evaluated its potential as a site for 14 Division. The evaluation was not
favourable primarily because of geographical location and site conditions; however, the Police
Service has not yet ruled out its possible use. Currently, the Service has not been able to
identify a site that meets its requirements. City Real Estate has been asked to continue its
search for possible sites for both 14 Division and 11 Division. If an acceptable site is
identified, the Police Service will have to defer any site studies and/or possible acquisition of
land until 1999 as all funding associated with these projects was deleted from the 1998 - 2002
Capital Program. Funding will be requested in the 1999 - 2003 Capital Program submission
for 14 and 11 Divisions.
Mr. Frank Chen, Director, Finance & Administration (local 8-7877), and Mr. Michael Ellis,
Manager, Facilities Management (local 8-7951), will be in attendance to answer any questions
from the Board."
Conclusions:
The Board received the foregoing.
