 Subject:Planning and Design Study Process

For The Reconstruction of Prince Edward Drive

Between Bloor Street West and Berry Road

(Lakeshore-Queensway)

 Purpose:

 To propose a planning and design study process for the 1999 reconstruction of Prince Edward Drive between Bloor Street West and Berry Road.

 Funding Sources:

 Monies have been allocated in the 1998 Capital Budget for the above-noted study.

 Recommendations:

 It is recommended that:

 (1)this report be received; and

 (2)staff be directed to proceed with the generalized study process presented in this report for the reconstruction of Prince Edward Drive between Bloor Street West and Berry Road.

 Background:

 In February 1997, the former Council for the City of Etobicoke approved the Works Department 1997 Capital Budget, including reconstruction of the north section of Prince Edward Drive between Dundas Street West and Bloor Street West in 1998. An in-house interdisciplinary study team was subsequently formed, and terms of reference were prepared in consultation with the local community, to undertake an environmental study; this study was completed in March 1998. This section of Prince Edward Drive is now tentatively scheduled for construction in mid-August 1998.

 In April 1998, Council for the amalgamated City of Toronto approved its 1998 Capital Budget, including monies for a study for the reconstruction of the south section of Prince Edward Drive between Bloor Street West and Berry Road (Attachment No. 1). Prior to embarking on the study, a generalized study process is presented in this report for the consideration of Community Council.

Comments:

 Staff propose that a Steering Committee and Technical Working Group be formed to provide guidance and direction throughout the study process; to fully involve the public and the community; and to ensure the study is completed in a timely and effective manner, consistent with the Class Environmental Assessment for Municipal Road Projects.

 a)Steering Committee

 A Steering Committee will be struck comprised of City staff, the two Etobicoke Lakeshore-Queensway Ward Councillors, and representatives from the community

(ratepayer groups and other interested groups). This committee will be co-chaired by the two political representatives.

 The Steering Committee will participate throughout the study process, and provide comments on community issues and concerns. In particular, they will provide guidance on conducting the study in-house, or alternatively, retaining a consultant to undertake the project.

 b)Technical Working Group

 A multi-disciplinary Technical Working Group will be formed comprised of staff from roads, planning, and utilities. This group will develop Terms of Reference for the project and present them to the Steering Committee for their review and input. The proposed Terms of Reference will be presented to Council for their consideration.

 c)Time Frame

 Should the Steering Committee elect to conduct the study in-house, staff will commence the work in September 1998 with a target completion date for April/May 1999.

 Alternatively, should the Steering Committee elect to undertake the project with a consultant, City staff will issue a tender for the work, interview potential consultants, and submit a recommendation to Council for the contract award. Given the consultant selection process, project initiation for this alternative would likely be late fall 1998, with a target completion date for June/July 1999.

Conclusions:

 Council has allocated funds in the 1998 Capital Budget to undertake a study for the reconstruction of Prince Edward Drive between Bloor Street West and Berry Road. A Steering Committee and Technical Working Group should be established to define the study approach, prepare and finalize Terms of Reference, and ensure the study process progresses in a timely and effective manner. It is the intent of staff to include monies in the 1999 Capital Budget for the reconstruction of Prince Edward Drive between Bloor Street West and Berry Road in the summer of 1999.
