Amendments to the Zoning Code
Recycle Plus Ltd.
63 Medulla Avenue

Purpose:
To provide preliminary comments on the processing of an application received on June 8,
1998, from Recycle Plus Ltd. to amend the Class 2 Industrial (I.C2) zoning of a site at 63
Medulla Avenue, to permit a recycling facility. The facility would handle non-hazardous
materials, to include metal, glass, paper, plastics and non-residentially generated industrial,
commercial and institutional organics.
Funding Sources, Financial Implications and Impact Statement:
City funding is not required. There are no impacts on capital or operating budgets.
Recommendation:
It is recommended that this report be received and that staff be authorized to schedule a
Public Meeting to consider the application at a meeting of Community Council in the fall of
1998.
Comment:
Reason for Application:
In January 1998, Recycle Plus Ltd. submitted an application to the Committee of
Adjustment requesting permission to continue their operation of a recycling facility at 63
Medulla Avenue. The lands are zoned Class 2 Industrial (I.C2) and the Zoning Code only
permits the location of these types of facilities on lands zoned Class 3 Industrial (I.C3). The
application was refused by the Committee and the applicant has appealed the decision to the
Ontario Municipal Board. A hearing date has not been set at the request of the applicant.
The applicants have submitted an application to amend the Class 2 Industrial (I.C2)
provisions of the by-law, as they apply to the site, to permit a recycling facility.

Issues:
No city-wide issues have been identified. Local issues include: nature of the recycling
operations, compatibility with surrounding land uses and environmental issues under review
with the Ministry of the Environment.
Status:
The application is currently in circulation. A staff report on the application will be
distributed to Councillors and will be available to the public prior to the Notice of Public
Meeting. A Community Meeting will be held prior to the staff report being tabled if deemed
necessary by the ward Councillors.
