(Lakeshore-Queensway)
Purpose:
To report on the recommendations by Etobicoke Community Council at its meeting of May
27, 1998, regarding signage for Legion Road North.
Financial Implications:
There are no financial implications.
Recommendations:
It is recommended that:
(1)the newly created street from the Park Lawn Road/Gardiner Expressway ramp be named
"Legion Road North";
(2)three signs for "Legion Road North" be separately posted on the Gardiner Expressway
west of the Park Lawn Road exit, along the Park Lawn Road/Gardiner Expressway ramp
east of GrandAvenue, and at the Legion Road North ramp exit;
(3)the two signs off the Gardiner Expressway include a tab that reads "No Access to Lake
Shore Boulevard West"; and
(4)street signs for Legion Road North be posted consistent with City standards.
Background:
On October 15, 1992, the Ontario Municipal Board (OMB) granted conditional approval for
residential development on the former McGuinness Distillery site (Attachment No. 1 ),
subject to a number of phased transportation improvements. These included the provision of
a north/south road through the property; construction of an underpass beneath the CNR to
link with the existing Legion Road to the south; in-right/out-right vehicular access at the
Legion Road North and Park Lawn Road/Gardiner Expressway ramp connection; and
ultimately a west bound connection from Park Lawn Road to LegionRoad North to permit
two-way traffic along this section of the Park Lawn Road /Gardiner Expressway ramp. At
this time Phase 1 of the development is complete, and an in-right access has been provided
in accordance with the conditions of OMB approval.
Comments:
At its meeting of May 27, 1998, the Etobicoke Community Council made three
recommendations regarding directional signage for the Mystic Pointe Neighbourhood on
Legion Road North (Attachment No. 2). The following provides a precis of the three
recommendations and a staff comment.
Recommendation 1:Directional signage for Mystic Pointe Neighbourhood be installed at
three locations, namely, the Gardiner Expressway west of the exit to Park Lawn Road; the
Park Lawn Road/Gardiner Expressway ramp just east of GrandAvenue; and the new exit to
Legion Road North, with a warning that this is not a through road to Lake Shore Boulevard
West.
Staff Comment:On March 31, 1997, the Provincial government transferred jurisdiction for
the Gardiner Expressway, between Hwy. 427 and the Humber River, to the former
Metropolitan Toronto government. Jurisdiction for this section of road was subsequently
transferred to the City of Toronto effective January1, 1998.
The Metropolitan Toronto Directional Sign Policy (Attachment No. 3) provides criteria for
the installation of directional signs to major activity centres, historic buildings/sites, and
religious institutions. By exclusion, the policy does not permit signage on major arterials for
other types of uses, such as residential neighbourhoods. Signs can be posted at the three
locations specified above, however instead of "Mystic Pointe Neighbourhood", they will
denote "Legion Road North". The two signs off the Gardiner Expressway will have a tab to
denote "No Access to LakeShore Boulevard West".
Recommendation 2:The newly created street from the Park Lawn Road/Gardiner
Expressway ramp be named "Legion Road North", with a normal street sign.
Staff Comment:Dedication of the road allowance from the developer to the City is currently
being addressed by the City Solicitor's Office. Once this is finalized, a by-law will be
prepared to open the road allowance and name it "Legion Road North". A street sign will be
posted consistent with City standards.
Recommendation 3:No signage for Legion Road North be posted on the Gardiner
Expressway or Park Lawn Road ramp pending connection to Legion Road South and Lake
Shore Boulevard.
Staff Comment:Signage for Legion Road North should be posted once the road allowance
is opened, as the underpass beneath the CN railway to link with the existing Legion Road to
the south and Lake Shore Boulevard is not expected in the foreseeable future. The Legion
Road North signs located on the ParkLawn Road/Gardiner Expressway ramp and at the
ramp exit to Legion Road North will have a tab that indicates "No Access to LakeShore
Boulevard West".
Conclusions:
At its meeting of May 27, 1998, the Etobicoke Community Council considered the issue of
signage for Legion Road North. Signage for this new road will be posted at three locations,
specifically, the Gardiner Expressway west of the exit to the Park Lawn Road ramp, on the
ParkLawn Road/ Gardiner Expressway ramp just east of Grand Avenue, and at the exit to
LegionRoad North. The two signs off the Gardiner Expressway will have a tab to denote
"NoAccess to Lake Shore Boulevard West". Street signs for Legion Road North will be
posted consistent with City standards.
