Purpose:
To provide preliminary comments on the processing of an application received on June 30, 1998, from Aplomb Properties
to amend the Etobicoke Zoning Code and By-law No. 1808 to permit 16 additional apartment units within an existing
apartment building at 2777 Kipling Avenue.
Funding Sources, Financial Implications and Impact Statement:
City funding is not required. There are no impacts on capital or operating budgets.
Recommendation:
It is recommended that this report be received and that staff report further on the application in the late fall of 1998, with a
Public Meeting to be scheduled at that time.
Comment:
Reason for Application:
The property is zoned Sixth Density Residential (R6) (By-law No. 1808) which limits the building to no more than 309
dwelling units. In the fall of 1997, Aplomb Properties Inc. submitted an application to the Committee of Adjustment
requesting permission to structurally alter above-grade storage areas at the rear of the apartment building to accommodate
16 additional dwelling units and a child care facility. The application was refused by the Committee and the applicant
appealed the decision to the Ontario Municipal Board. A hearing date was set for March 16, 1998, but adjourned at the
request of the applicant. With their current submission, the applicants have dropped their request for a child care facility
and are only seeking approval for the 16 additional units.

Issues:
No City-wide issues have been identified. Local issues include lack of indoor and outdoor amenity space and lack of
recreational/landscaping improvements stemming from original approvals. In addition, the site was developed prior to the
enactment of more stringent Etobicoke-wide parking standards for apartment buildings. Consequently, the parking supply
for the introduction of additional dwelling units at this location will have to be reviewed.
Status:
The application is currently in circulation. A staff report on the application will be distributed to Councillors and will be
available to the public prior to the Notice of Public Meeting being issued. A Community Meeting will be held prior to the
staff report being tabled, if deemed necessary by the ward Councillors.
