Amendments to the Zoning Code

Purpose:

To provide preliminary comments on the processing of an application received on September 28, 1998, from Andrei Verbitsky to amend the Residential Multiple (RM-1) (Long Branch) zoning of a site at 10 Fairfield Avenue, to permit a lodging house. The facility would contain seven bedrooms.

Funding Sources, Financial Implications and Impact Statement:

City funding is not required. There are no impacts on capital or operating budgets.

Recommendation:

It is recommended that this report be received and that the application continue to be circulated and a Public Meeting to consider the application be scheduled, following receipt of a staff report, at a meeting of Community Council in late 1998 or early 1999.

Comment:

Reason for Application:

The applicants have submitted an application to amend the Residential Multiple (RM-1) provisions of the by-law, as they apply to the site, to permit a lodging house. The lodging house regulations of the by-law would also need to be amended to permit a lodging house which is not owner-occupied.

Issues:

No city-wide issues have been identified. Local issues include: nature of lodging house use, compatibility with surrounding land uses and health issues under review with the Health Department.

Status:

The application is currently in circulation. A staff report on the application will be distributed to Councillors and will be available to the public prior to the Notice of Public Meeting. A Community Meeting will be held prior to the staff report being tabled if deemed necessary by the ward Councillors.
