Subject:Variances to the Etobicoke Sign By-law
Purpose:
To advise Etobicoke Community Council of the decisions of the Sign Variance Advisory Committee.

Recommendation:
That the recommendations of the Etobicoke Sign Variance Advisory Committee be received for information.
Comments:
At its meeting held on Tuesday, November 24, 1998, the Sign Variance Advisory Committee had for consideration a
number of applications for variance to the Etobicoke Sign By-law. The Committee's decisions were as follows:
1. Urban Outdoor Trans Ad, 523 The Queensway
THAT an application by Urban Outdoor Trans Ad for variance to the Etobicoke Sign By-law to permit a third party roof
sign at 523 The Queensway that does not meet the separation requirements of the sign by-law, be refused, in accordance
with a report (November 3, 1998) from the Deputy Chief Building Official, Etobicoke District.
2.Amazing Party & Costume, 923 Oxford Street
THAT a report (September 29, 1998) from the Deputy Chief Building Official, Etobicoke District, recommending refusal
of the application, be received; and
THAT an application by Amazing Party & Costume for variance to the Etobicoke Sign By-law in order to maintain two
fascia signs mounted on the front facade at 923 Oxford Street, which do not comply with the Sign By-law, be approved
subject to:
(i)no additional signage to be permitted on the site;
(ii)approval of the Toronto Transportation Department;
(iii)issuance of a building permit;
(iv)payment of an administration fee.
The applicant was further advised that inflatable advertising devices used to promote seasonal sales would be subject to
issuance of a temporary permit(s).
3.A. Mantella & Sons (Harvey's/Church's Chicken), 6620 Finch Avenue
THAT a report (November 24, 1998) from the Deputy Chief Building Official, Etobicoke District, recommending refusal
of the application, be received; and
THAT an application by A. Mantella & Sons for a variance to the Etobicoke Sign By-law to to permit a single
identification ground sign for an individual tenant (Harvey's) in a new commercial shopping centre at 6620 Finch Avenue,
be approved in accordance with the drawings submitted, subject to:
(i)approval of the Toronto Transportation Department;
(ii)issuance of a building permit.
4. Pattison Outdoor Signs, 534 Evans Avenue
THAT a report (November 24, 1998) from the Deputy Chief Building Official, Etobicoke District, recommending refusal
of the application, be received; and
THAT an application by Pattison Outdoor Signs, for a variance to the Etobicoke Sign By-law to permit a back-to-back
third party roof sign at 534 Evans Avenue, a site that is subject to the provisions of both the Etobicoke Sign By-law and
Toronto Sign By-law No. 280-1998, be approved subject to:
(i)approval of the Toronto Transportation Department;
(ii)issuance of a building permit;
(iii)approval of a further variance to Sign By-law No. 280-1998, through the Etobicoke Community Council, with respect
to the 400 m prohibition of third party signs under Toronto Sign By-law No. 280-1998.
5.Pattison Outdoor Signs, 423 Evans Avenue
THAT an application by Pattison Outdoor Signs for a variance to the Etobicoke Sign By-law to permit a standard outdoor
advertising roof sign at 423 Evans Avenue, be approved, subject to:
(i)a minimum separation distance of 67 m between the closest part of the roof sign and the residentially zoned properties
to the west;
(ii)the sign shall be non-illuminated and have a 45 degree angle towards Evans Avenue;
(iii)approval of a further variance to Sign By-law No. 280-1998, through the Etobicoke Community Council, with respect
to the 400 m prohibition of third party signs under Toronto Sign By-law No. 280-1998;
in accordance with a report (November 24, 1998) from the Deputy Chief Building Official, Etobicoke District.
6.National Money Mart, 5451 Dundas Street West
THAT an application by National Money Mart Company for a variance to the Etobicoke Sign By-law in order to maintain
a sidewall fascia sign having a display area of 3.25 m2 at 5451Dundas Street West, be approved subject to:
(i)written consent to the location of the sign from the owner and tenant occupying that portion of the building;
(ii)removal of the sign upon expiration of the applicant's lease;
(iii)issuance of a building permit; and
(iv)payment of an administration fee;
in accordance with a report (November 24, 1998) from the Deputy Chief Building Official, Etobicoke District.
7.Burger King, 1560 The Queensway
THAT an application by Steel Art Signs, on behalf of Burger King, for a variance to the Etobicoke Sign By-law to permit
the installation of a second pre-menu advertising sign at 1560 The Queensway, with a combined total area of 3 m2, be
approved, subject to issuance of a building permit;
in accordance with a report (November 24, 1998) from the Deputy Chief Building Official, Etobicoke District.
Background:
The Sign Variance Advisory Committee had for consideration the attached reports submitted by the Deputy Chief
Building Official, Etobicoke District. The Sign Variance Advisory Committee received deputations with respect to the
foregoing and, after due deliberation, did not concur in the recommendations for refusal contained in the staff reports with
respect to Items 2, 3 and 4, and approved the applications as submitted. The Committee concurred in the staff
recommendations with respect to Items 1, 5, 6 and 7.
