ZONING BY-LAW AMENDMENT APPLICATION

Purpose:
This is a preliminary evaluation report regarding an application to amend Zoning By-law No. 6752 to permit four dwelling units in an attached dwelling at 221 O'Connor Drive.
Recommendations:
That the East York Community Council convene a public meeting for this application in the second quarter of 1998 and request the Clerk to provide public notice by circulation.
Background:
Proposal:
The site is a 410 m2 (4,415 sq. ft.) property located at the southwest corner of O'Connor Drive and Elmsdale Road, one block west of Donlands Avenue. There is a one-storey bungalow with two-storey additions at the rear with a total gross floor area of approximately 325 m2 (3,500 sq. ft.). The property has been used for commercial uses, including a medical office, and is currently used as a detached dwelling. Much of the floor area at the rear is vacant.
There is room on the property to provide adequate parking for the proposed dwelling units.
The current owner acquired the property in April, 1997, and wants to convert the building to a four-unit dwelling.
The property is zoned R1C in Zoning By-law No. 6752. The zoning by-law permits one-family detached and semi-detached dwellings, and institutional uses, but not a four-family dwelling. An amendment to the by-law is necessary for the building to be converted to four units.
Official Plan:
The site is designated Low Density Residential in the Official Plan for the Borough of East York.
The Low Density Residential policies permit the land to be zoned for ground-oriented housing forms, such as detached, semi-detached and row house dwellings. Other housing forms such as plexes may also be permitted.
Section 2.5 of the Official Plan contains general housing policies that:
promote the provision of private rental accommodation.
Section 2.5 of the plan also permits apartments in houses provided they maintain a minimum of one parking space per residential unit.
Comments:
Staff are satisfied that the site is suitable for accessory apartments, and are discussing the exact number, size and location of the proposed units within the building. Staff are discussing other matters with the applicant, such as the location of entrances on the building, parking and access and landscaping. All of these matters will be discussed in detail in the future staff report.
City Wide Issues:

Conclusions:
Staff are satisfied that the site is suitable for accessory apartments. Details of the proposed alterations to the site will be addressed in a future staff report.
