Subject: East York Advisory Committee on the Environment (EYACE), Ward 1

 

Purpose:

 

This report responds to a January 23, 1998 request by Councillor Ootes to provide information on the EYACE.

 

Funding Sources, Financial Implications and Impact Statement:

 

There is one thousand, five hundred and fifty dollars in the 1998 Current Operating Budget to defray expenses of the EYACE.

 

Recommendations:

 

That this report be received as information.

 

Council Reference/Background/History:

 

Councillor Ootes, in his letter of January 23, 1998 to the Deputy Clerk, requested a staff report on the process to establish the EYACE, and provide it with legitimacy, as well as staff support availability. Councillor Ootes= request was prompted by a recommendation in the EYACE=s 1997 Annual Report that the Community Council establish a neighbourhood committee to serve as a citizens= advisory group on the environment.

 

Comments and/or Discussion and/or Justification:

 

The former East York Council at its meeting of October 6 and 7, 1997 adopted Item 1, Report No. 17 of the Administration and Operations Committee regarding the legal authority and extension of appointments of the former Borough=s Citizen Boards and Committees and Committee of Council. It enacted By-law No. 115-97 which extended the term appointment for members of the Borough=s Citizen Boards and Committees whose current term was due to expire on November 30, 1997. This By-law would allow the respective Boards and Committees to continue functioning into 1998.

The Director of Transportation and Engineering Services and the Environmental Engineer will continue to attend EYACE meetings and secretarial services will be provided.

 

Staff of the new City of Toronto is preparing a report on the future of local Citizen Boards and Committees. In the meantime, the previous relationship will continue to prevail until changes are made.

 

Conclusions:

 

Issues on the future of the current local Citizen Boards and Committees will be reported on in the near future.
