Subject:Status of Restaurant Parking Appeal and Work Program East York - Ward 1
Purpose:
To inform the April 1 1998, East York Community Council on:
- the status of the appeal of East York Zoning By-law no. 141-97, regarding the provision of parking spaces for
restaurants; and,
- the status of the 1998 work program item on examining the restaurant parking standards on other streets in East
York.
Source of Funds:
The funding required for these matters will come from the Planning and Urban Development Services Department budget.
Recommendation:

Background:
On October 7th 1997, the Council of the former Borough of East York passed Zoning By-law No. 141-97 to change the
parking standards required for restaurants on O=Connor Drive and Woodbine Avenue. The By-law implemented the
findings of a continuing program to examine the restaurant parking standards on East York=s commercial streets. The
fourth and final phase of this proposed program will deal with Broadview, Eglinton, Cosburn, St. Clair and Danforth
Avenues.
On November 7th, 1997, Gordian Foods Limited appealed By-law 141-97, on the grounds that it did not consider changing
the parking standards for Broadview Avenue.
At its meeting of February 18th, 1998, the East York Community Council requested Athe Interim Functional Lead for
Planning to report on the status of the Ontario Municipal Board appeal for restaurant parking and on the proposed work
program item with respect to restaurant parking on the remainder of the streets in the East York Community, specifically
Broadview Avenue.@
Discussion:
To date, the Ontario Municipal Board has not yet set a hearing date for the appeal of By-law 141-97.
The proposal to continue to examine the restaurant parking standards for the remaining commercial streets in the Borough
is a work program item that is currently under consideration by staff and the Urban Environment and Development
Committee. The Planning Department=s work program has been detailed in a report to the Urban Environment and
Development Committee, which at the time of the writing of this report, was scheduled to be considered at their March 23rd
to 24th, 1998 meeting.
If the Council approves the work program, staff will examine both the supply of commercial parking along the streets in
question and the demand for the parking at various times of the day and days of the week. If adequate parking exists on the
streets in question, staff will make recommendations to the Community Council on appropriate changes to the Zoning
By-laws.
In the past, these parking supply/demand surveys were conducted by summer students. Due to budget constraints, no
students will be hired for the East York Civic Centre Transportation Division in 1998. The study will have to be undertaken
by existing staff, as time and other priorities permit. Pending other priorities, we hope to complete the study by the end of
the summer.
Conclusions:
This report should be received by the East York Community Council for information.
