Purpose
This report is for consideration by the East York Community Council at their meeting of April 1, 1998. This is a
preliminary evaluation regarding an application to amend Zoning By-law No. 6752 to permit five dwelling units in a
semi-detached dwelling at 1150 Woodbine Avenue.
Recommendations:
It is recommended that the East York Community Council convene a daytime public meeting for this application in the
second quarter of 1998 and request the Clerk to provide public notice by circulation.
Background:
Proposal:
Mr. Paul Jeffery submitted an application on behalf of the owner, Tina Soulis, to amend Zoning By-law No. 6752 to
permit five residential units in an existing semi-detached dwelling at the northwest corner of Woodbine Avenue and
Queensdale Avenue.
The applicant is proposing to provide four parking spaces, including two boulevard spaces.
Official Plan:
The site is designated Low Density Residential in the Official Plan for the Borough of East York.
The Low Density Residential policies permit the land to be zoned for ground-oriented housing forms, such as detached,
semi-detached and row house dwellings. Other housing forms such as plexes may also be permitted.
Section 2.5 of the Official Plan contains general housing policies that:
!encourage additions and improvements to the housing stock by intensification of use;
!promote the conservation and maintenance of the existing housing stock;
!encourage intensification that does not adversely affect the physical character of stable low density residential areas and
the ability of community services and school facilities to serve the needs of residents of the new development; and
!promote the provision of private rental accommodation.
Section 2.5 of the Official Plan also permits apartments in houses provided they maintain a minimum of one parking space
per residential unit.
Comments:
The application is being circulated to various departments and agencies for comment. Staff are satisfied that the site is
suitable for accessory apartment units, but are discussing the details of the application with the applicant, including the
number of units that may be suitable on the site, and parking. These matters will be discussed in detail in the future staff
report.
City Wide Issues:
None.
Conclusions:
Staff have not received any inquiries about this application. Therefore, staff are satisfied that the site is suitable for
accessory apartments, however, staff recommendations on the number of units and other details of the proposal will be
addressed in a future staff report.
Staff recommend that the East York Community Council convene a public meeting for this application in the second
quarter of 1998 and request the Clerk to provide public notice by circulation.
