Subject:Parking Concerns on Broadway Avenue
Purpose:
To report to the May 27, 1998, meeting of the East York Community Council on the proposed implementation of a AOne
Hour Parking, 10:00 a.m. to 6:00 p.m., Monday to Friday@ restriction on Broadway Avenue, between Bayview Avenue
and Bessborough Drive.
Financial Implications:
The proposed work can be accommodated in the Current Operating Budget.
Recommendations:
AIt is recommended that:
(1)the necessary By-law be amended to implement a AOne Hour Parking, 10:00 a.m. to 6:00 p.m., Monday to Friday@
restriction on the north side of Broadway Avenue, from Bessborough Drive to a point 56 metres west of Bessborough
Drive, and;
(2)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.@
Background:
The Works and Emergency Services Department received a concern on April 16, 1998, from Mr. Bob Murray, 324
Bessborough Drive, regarding vehicles parking for extended periods of time on Broadway Avenue, adjacent to his property.
He requested that a AOne Hour Parking@ zone be implemented in this area, similar to the parking restrictions on adjacent
streets.
Discussion:
Broadway Avenue, between Bayview Avenue and Bessborough Drive, is regulated by a ANo Parking Anytime@
restriction on the south side of the street and a ANo Parking, 8:00 a.m. to 10:00 a.m., Monday to Friday@ from
Bessborough Drive to a point 56 metres west of Bessborough Drive. The remaining area on the north side is regulated by a
ANo Parking Anytime@ restriction because of the proximity of the traffic signals at Bayview Avenue and Bessborough
Drive. The existing parking restrictions are illustrated in Appendix >A=.
A study of the posted parking restrictions in the Broadway Avenue/Bessborough Drive area revealed that parking is
regulated by AOne Hour Parking@ or ANo Parking Anytime@ restrictions except for the part block on Broadway Avenue
adjacent to Mr. Murray=s residence at 324 Bessborough Drive. It would appear that motorists are attracted to this location
because there is no signed AOne Hour Parking@ restriction like the adjacent streets. Therefore, to maintain consistency in
the signed parking regulations in the area, it is recommended that a AOne Hour Parking, 10:00 a.m. to 6:00 p.m., Monday
to Friday@ restriction be implemented on the north side of Broadway Avenue, between Bessborough Drive and a point 56
metres west of Bessborough Drive.
The installation of this restriction is not expected to affect St. Augustine Church on Bayview Avenue at Broadway Avenue
since the church has an on-site parking lot for parishioners. There is an existing ANo Parking Anytime@ regulation
adjacent to the church grounds due to the proximity of the traffic signals at Bayview Avenue and Broadway Avenue.
Conclusions:
Where parking is permitted on streets in the Broadway Avenue/Bessborough Drive area, it is regulated by a AOne Hour
Parking@ restriction, except for a portion on the north side of Broadway Avenue, west of Bessborough Drive, adjacent to
324 Bessborough Drive.
To maintain consistency in the signed parking regulations in the area, and to reduce long-term parking that is being
experienced at this location, it is recommended that a AOne Hour Parking, 10:00 a.m. to 6:00 p.m., Monday to Friday@
restriction be implemented on the north side of Broadway Avenue, between Bessborough Drive and a point 56 metres west
of Bessborough Drive.
