 Subject:Traffic Concerns at Furnival Road and Squires Avenue

  Purpose:

 To report to the May 27, 1998 meeting of the East York Community Council on the proposed replacement of existing "Yield" signs with "Stop" signs on Furnival Road at Squires Avenue.

  Financial Implications:

 The proposed work can be accommodated in the Current Operating Budget.

  Recommendations:

 "It is recommended that:

 (1)the necessary by-laws be amended to replace existing "Yield" signs with "Stop" signs on Furnival Road at Squires Avenue; and

 (2)the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto."

  Background:

 The Works and Emergency Services Department received a letter from Councillor Case Ootes, East York, on behalf of a resident, dated March 5, 1998, requesting an all-way stop control at the intersection of Squires Avenue and Furnival Road.

   Discussion:

 The intersection of Squires Avenue and Furnival Road is an offset intersection, where the Furnival Road approaches are offset by 22.3 metres. Traffic is currently regulated by "Yield" signs on Furnival Road. Their location is illustrated in Appendix A.

 Staff conducted a traffic volume study at this intersection on a typical day to determine the feasibility of implementing all-way stop control. The all-way stop warrant illustrated below shows that the warrant is only 35% met. Therefore the all-way stop control is not justified at this time.

 Staff also investigated the possibility of considering this intersection as a Tee-type intersection for all-way stop control. The all-way stop warrant for this scenario was only 26% met.

 Staff also studied the reported collisions at this intersection and found no reported collisions during the period from January 1 to December 31, 1997.

 Although there are insufficient traffic volumes to justify all-way stop control at this intersection, this office is prepared to replace the existing "Yield" signs on Furnival Road with "Stop" signs. This action is in accordance with East York policy to replace "Yield" signs with "Stop" signs when a request by a resident is received.

  Conclusions:

 Traffic studies conducted by staff indicate that all-way stop control at the intersection of Furnival Road and Squires Avenue is not warranted at this time. However, this office is prepared to replace the existing "Yield" signs on Furnival Road with "Stop" signs, in accordance with East York policy.
