CONFIRMATION OF MINUTES OF MEETING HELD ON JULY 27, 1998

UPDATE ON THE IMPLEMENTATION OF THE PROVINCIAL MANDATORY VEHICLE EMISSIONS INSPECTION AND MAINTENANCE PROGRAM (DRIVE CLEAN PROGRAM)

Recommending that the Minister of the Environment implement a mandatory vehicle inspection and maintenance program using dynamometer technology that accurately measures vehicle emissions under simulated road conditions.

Advising of an increasing psychiatric trend in Canada and the United States of treating the elderly, particularly women, with electroconvulsive therapy, and requesting an opportunity to give a presentation to the Board of Health on this topic and enclosing a biographical statement and a paper on this matter.

4.POLICY DIRECTIONS: HARMONIZING ANIMAL CARE AND CONTROL LEGISLATION

Recommending:

(1)That this report be forwarded to each Community Council for further consultation on October 14, 1998 with the community and that comments be forwarded to the Board of Health by October 23, 1998;

(2)that the Board of Health give consideration to holding a special meeting in mid-November to hear deputations on draft animal care and control legislation.

(A)CITY OF TORONTO BY-LAW RESPECTING ANIMALS

Recommending that the attached by-law be forwarded to the Community Councils for consideration at their meetings on October 14, 1998 and that the recommendations from those meetings be forwarded to the Board of Health by October 23, 1998.

8.SELECTION PROCESS FOR APPOINTING CITIZEN MEMBERS TO THE BOARD OF HEALTH

Recommending that:

(1)the Board of Health establish a Nominating Sub-Committee with an expanded mandate to include the selection of one elected school board representative in addition to the selection of six citizen members and presentation of a slate of names to the Board of Health and subsequent transmittal to the City of Toronto's Nominating Committee and thereon to City Council for appointment;

(2)three members of the Board of Health be appointed to the Nominating Sub-Committee; and

(3)the Suggested Nominating Process appended to this report be forwarded to the first meeting of the Nominating Sub-Committee for consideration.

COUNCIL CLAUSES

(A)Clause 3 of Report No. 10 of the Special Committee to Review the Final Report of the Toronto Transition Team, headed "Selection Process for Appointing Citizen Members to the Current Board of Health", which was adopted without amendment by City Council at its meeting on July 29, 30 and 31, 1998.

(B)Clause 3 of Report No. 10 of the Board of Health, headed "Council Representation on the Board of Health", which was adopted without amendment by City Council at its meeting on July 29, 30 and 31, 1998.

9.AIDS AND DRUG ABUSE PREVENTION GRANTS REVIEW

Recommending that:

(1)the Board of Health endorse the findings from the community consultations on the operation of the AIDS and Drug Abuse Prevention (DAPP) Grants programs;

(2)the Board of Health forward this report to the Municipal Grants Review Committee; and

(3)the Board of Health recommend that the Municipal Grants Review Committee consider levelling up other municipal grants programs, using the principles endorsed by the Board of Health in Investing in Public Health (Board of Health, March 24, 1998).

10.SIGNING AUTHORITY - STANDARD AGREEMENTS

(1)That the signing authority of the Medical Officer of Health be expanded to include the execution of standard agreements affecting Toronto Public Health programs as discussed in this report; and

(2)that the agreements referred to in Recommendation 1 be in a form satisfactory to the City Solicitor.

11.DISCUSSION PAPER: "PREVENTING AND REMOVING BARRIERS FOR ONTARIANS WITH DISABILITIES"

(1)That the Board of Health forward a copy of the appended submission to the Ontarians with Disabilities Act Committee (ODA) for consideration; and

(2)that the Medical Officer of Health continue to monitor the pending Ontarians with Disabilities Act and report to the Board of Health in the event that further input is needed during the legislative process.
