Purpose:
This is a preliminary evaluation of the application to amend the zoning by-law to permit the construction of a 2 storey semi-detached dwelling (2 units). The proposed gross floor area is 683 square metres.

Not applicable.
Recommendations:
It is recommended that:
(1) given the scale and size of the rezoning, community consultation be obtained at the statutory public meeting; and
(2) staff be directed to prepare a Recommendations Report on the application and provide notice of the statutory public meeting at the appropriate time.
Background:
The applicant proposes to construct a 2 storey semi-detached dwelling (Refer to schedule "C").

Official Plan: Residential Density One (RD1) which permits primarily single family and semi-detached dwellings.
Zoning: One Family Detached Dwelling Fourth Density Zone (R4) by zoning by-law 7625.
The official plan designation and zoning of this site and the surrounding area are shown on schedules "A" and "B".
Discussion :
The change from a single family dwelling to a semi-detached dwelling is permitted under the policies of the local community official plan. The issues to determine the appropriateness of this development are a review of the following zoning standards:
(a) setback requirements;
(b) an evaluation of proposed access onto Steeles Avenue and identify potential conveyance requirements across the frontage of the property to provide for the future road widening of Steeles Avenue; and
(c) urban design considerations such as building height, siting, landscaping and fencing to ensure potential impacts of new development on adjacent land uses.
Issues - City Wide:
None.
Conclusions:
The applicant is requesting a zoning by-law amendment to permit the construction of a semi-detached dwelling. A recommendations report will be prepared for the Community Council.
