Purpose:
The purpose of this report is to provide a preliminary evaluation of an application to amend the zoning by-law to permit the continued use of a 112-space parking lot for a temporary period.
Source of Funds:
Not applicable.
Recommendations:
It is recommended that:
(1) given the scale and size of this application, community consultation be obtained at the statutory public meeting; and
(2) staff be directed to prepare a Recommendations Report on the application and provide notice of the statutory public meeting at the appropriate time.
Background:
The applicant proposes that a temporary use by-law be passed under section 39 of the Planning Act in order to allow continued parking on the site. A public parking lot to contain 112 parking spaces is proposed until such time as the lands are redeveloped. The proponent has filed a separate application, under file number UDOZ-96-27, to permit a 9-storey, 141-unit residential building to replace the parking lot. The previous application by the North York Parking Authority has now been closed.
Official Plan:
The site is designated as York Mills Office (YMO) in the York Mills Office Centre Secondary Plan (see Schedule "A"). In Area #4, in which the site is located, all parking facilities must be provided in a structure. The enactment of a temporary use by-law to permit a public parking lot is not currently identified for the subject site in Section 5 of the Secondary Plan.
Zoning:
It is zoned One Family Detached Dwelling Third Density Zone (R3) in Zoning By-law 7625 (see Schedule "B").
Discussion:
Issues identified at this stage to determine the appropriateness of the proposal include the following:
(a) Official Plan policies in relation to a temporary use by-law for a public parking use for the site and its parking supply in proximity to the subway station; and
(b) site planning considerations, including landscaping, commercial advertising, lighting, turning movements, egress and ingress.
City-wide issues : none.
Conclusions:
A recommendations report will be prepared for the Community Council upon further review of the application for a public parking lot.
