SUBJECT: MUNICIPAL SERVICING FOR ZONING AMENDMENT APPLICATION

Purpose
The purpose of this report is to obtain Council’s authorization to construct the necessary municipal services for Zoning Amendment application UDOZ-95-31, the Royal Mansions Inc., development site and to allocate the necessary monies from the City’s Yonge Centre Development Charges Fund.

Recommendation
It is recommended that:

1. The Commissioner of Public Works be authorized to design tender and administer the construction of the following municipal works:
a) Watermain on Lorraine Drive from Finch Avenue West to Blakeley Road, estimated at $130,000.00.
b) Reconstruction with asphalt pavement and curbs of Lorraine Drive, including sidewalks on the south and east sides from Finch Avenue West to approximately the future location of the Beecroft Road service road, estimated at $215,000.00.
c) Construction of asphalt pavement cul-de-sac with curbs on Lorraine Drive including sidewalk on the south side east of Blakeley Road, estimated at $35,000.00.
d) Removal of cul-de-sac on Lorraine Drive east of Blakeley Road and construction of road connection from east leg of Lorraine Drive to the future West Service Road, estimated at $15,000.00.
e) Landscape buffer on Lorraine Drive between Blakeley road and the termination of the proposed cul-de-sac, estimated at $20,000.00.
f) Alternative "B" streetlighting on Lorraine Drive from Finch Avenue West to approximately the future location of the Beecroft Road Service road, estimated at $35,000.00.
2. The works described in 1(a), (b), (e) and (f) at a total estimated cost of $400,000.00 be funded from the Yonge Centre Development Charges Fund Account.
3. The works described in 1(c) & (d) at an estimated cost of $50,000.00 be constructed with the funds deposited by the developer, Royal Mansions Inc.
4. The appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
Background
The proposed development is in the area between Yonge Street, Finch Avenue West and Lorraine Drive.
By-Law No. 33061 in connection with this development was passed by Council on July 9, 1997.
This development is in the Uptown area of the City’s Yonge Centre. As part of the approval of the development and in order to accommodate the development proposal, the City is required to provide the following municipal services that are funded by the Yonge Centre Development Charges Fund.
The proposed works are listed below:
(a) A 300mm diameter watermain on Lorraine Drive from Finch Avenue West to Blakeley Road. The estimated cost of this work is $130,000.00.
(b) Reconstruction with an 8.5 metre asphalt pavement and curbs on Lorraine Drive, including sidewalks on the east and south sides, from Finch Avenue West to approximately the future location of the West Service Road. The estimated cost is $215,000.00.
(c) Construction of an asphalt pavement cul-de-sac with curbs on Lorraine Drive, including sidewalk on the south side, east of Blakeley Road. The estimated cost of this work is $35,000.00.
(d) Eventual removal of cul-de-sac on Lorraine Drive on the east side of Blakeley Road to facilitate the future West Service Road and the connection of the east leg of Lorraine Drive to the future West Service Road. The estimated cost of this work is $15,000.00.
(e) Installation of a landscape buffer on Lorraine Drive between Blakeley Road and the termination of the cul-de-sac described in (c) above. The estimated cost of this work is $20,000.00.
(f) Alternative "B" streetlighting on Lorraine Drive from Finch Avenue West to approximately the future location of the West Service Road. The estimated cost of this work is $35,000.00.
The works described in (a), (b) and (e) above, estimated at a total of $365,000.00, were identified in the 1997 Capital Budget adopted by Council on February 5, 1997 as Capital Works funded by Development Charges.
The works described in (f) above is to be funded by the Yonge Centre Development Charges Fund which was not previously included in the 1997 Capital Budget as Capital Works funded by Development Charges.
The developer Royal Mansions Inc., has deposited with the City the necessary funds for the works described in (c) and (d) above.
