SUBJECT: MUNICIPAL SERVICING FOR ZONING AMENDMENT APPLICATIONS
UDOZ-95-13 AND UDOZ-92-54
NORTHTOWN SITE - EMINENT CONSTRUCTION INC.
WARD 10 - NORTH YORK CENTRE
Purpose
The purpose of this report is to obtain Council’s authorization to construct the necessary municipal services for zoning amendment applications UDOZ-95-13 & UDOZ-92-54 at the Northtown Development site and to allocate the necessary monies from the City’s Yonge Centre Development Charges Fund.

Recommendations
It is recommended that:
1. The Commissioner of Public Works be authorized to design, tender and administer the construction of the following municipal works:
a) Subtrunk Watermain on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $195,000.00
b) Local Watermain on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $40,000.00,
c) Sanitary sewer on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $70,000.00,
d) Storm sewer on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $55,000.00
e) Asphalt pavement with curbs and gutter including sidewalk on both sides on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $215,000.00.
f) Street lighting on Doris Avenue from Church Avenue to approximately 94 metres north, estimated at $40,000.00,
g) Sanitary sewer on Church Avenue from Doris Avenue to 69 metres west, estimated at $85,000.00,
h) Storm sewer on Church Avenue from Doris Avenue to Yonge Street, estimated at $105,000.00
2. The works described in 1(a) to (h) above, which are estimated at a total of $805,000.00 be funded from the Yonge Centre Development Charges Fund.
3. The appropriate City officials be authorized and directed to take the necessary action to give effect thereto.
Background
The proposed development is in the area bound by Yonge Street, Church Avenue, Kenneth Avenue and Byng Avenue.
The By-Laws in connection with this development are By-Law No. 32071 passed by Council July 14, 1993, By-Law No. 32273 passed by Council on May 11, 1994, By-Law No. 32707 passed by Council on February 21, 1996 and By-Law No. 33136 passed by Council on October 6, 1997.
This development is in the Uptown area of the City’s Yonge Centre. As part of the approval of the development and in order to accommodate the development proposal, the City is required to provide the following municipal services that are to be funded by the Yonge Centre Development Charges Fund.
1. A 600 mm diameter subtrunk watermain on Doris Avenue from Church Avenue to approximately 94 metres north. The estimated cost of this work is $195,000.00,
2. A 300 mm diameter local watermain on Doris Avenue from Church Avenue to approximately 94 metres north. The estimated cost of this work is $40,000.00.
3. A 300 mm diameter sanitary sewer on Doris Avenue from Church Avenue to approximately 94 metres north. The estimated cost of this work is $70,000.00.
4. A storm sewer on Doris Avenue from Church Avenue to approximately 94 metres north. The estimated cost of this work is $55,000.00.
5. A 17.5 metre wide asphalt pavement tapering to 14.0 metre with curbs and gutter on Doris Avenue, including 1.5 metre concrete on both sides, from Church Avenue to approximately 94 metres north. The estimated cost of this work is $215,000.00.
6. Alternative "B" street lighting on Doris Avenue from Church Avenue to approximately 94 metres north. The estimated cost of this work is $40,000.00.
7. A 300 mm diameter replacement sanitary sewer on Church Avenue to 69 metres west. The estimated cost of this work is $85,000.00.
8. A storm sewer on Church Avenue from Doris Avenue to Yonge Street. The estimated cost of this work is $105,000.00.
The total estimated cost of the works for this development is $$805,000.00 which will be financed from the Yonge Centre Development Charges Account.
