February 9, 1998
TO: North York Community Council
FROM: Alan Wolfe, P. Eng.,
Commissioner of Public Works, North York
SUBJECT: PROPOSED NORTH YORK 1998 PUBLIC WORKS CONSTRUCTION PROGRAM
Purpose:
The purpose of this report is to inform the North York Community Council of the proposed North York 1998 Public Works Construction Program.
Source of Funds:
There is no funding being requested as a result of this report. The proposed works are included in the City
s proposed 1998 Capital Works Budget.
Recommendations:
It is recommended that the Community Council receive this report for information.
Background:
The Chair of the North York Community Council has requested in a memorandum to the Commissioner of Public Works dated January 13, 1998 (attached) to provide information on the 1998 North York Public Works Construction Program.
Comments:
The proposed 1998 North York Public Works Construction Program have been submitted to the City
s Finance Department to be included in the Capital Works Budget.
The programs levels are being maintained to those of the former City of North York.
The associated net funding for this work is $19.96M ($9.075M Water & Sewer, $10.885M Roads) which is less than the original 1997 Capital Budget but the same as 1996 and previous years budgets.
In addition to the above, $4.5M is budgeted for Sanitary and Storm Sub-trunk Sewers and $1.185M for development related works.
The construction program include both the roads programs and the water and sewer programs.
The specific work programs and associated list of projects will be distributed at the Community Council meeting.
In addition, a separate list of the 1997 Supplementary Budget projects which were not completed in 1997 and their status will be provided at the meeting.
As you are aware, the funding for this work was not approved by the F.A.B. and as part of a settlement of this dispute funding for the incomplete work was withdrawn. The Contracts for these works have been awarded and in some cases, contracts have been executed. However, it is our understanding that these cannot proceed until the new City confirms the project funding. The other option would be to cancel the contracts and negotiate settlements with the contractors.
