Purpose:
The purpose of this report is to provide a preliminary evaluation of an application to amend the zoning by-law for lands
located at 85 Steeles Avenue East (Schedule A) to permit a business office (accounting office) as a home office within a
portion of an existing single detached dwelling.
Recommendations:
It is recommended that:
(1)staff, in consultation with the local Councillors, schedule a community consultation meeting; and,
(2)staff prepare a final report evaluating the proposal and provide notice of the statutory public meeting at the
appropriate time.
Background:
Proposal
The application proposes an amendment to the zoning by-law to permit a business office (accounting office) as a home
business within a portion of an existing two storey single detached dwelling as shown on Schedule C. A statistical

Site Context
The site is located on the south side of Steeles Avenue East, east of Yonge Street between Willowdale Avenue and Lillian
Street. The lands across the street, on the north side of Steeles Avenue East, are located within the Town of Markham.
Official Plan
Residential Density One (RD1) which permits residential uses, group homes and group foster homes at a density of 20
UPH for single detached dwellings and 30 UPH for semi-detached dwellings. Minor commercial uses which serve the local
residential population may also be permitted as set out in the Zoning By-law.
Zoning
One Family Detached Dwelling Fourth Density Zone (R4).
Discussion:
The Official Plan provides that minor commercial uses which are ancillary to the residential use or which serve the local
residential population may be permitted. The policy intent can be implemented through strict zoning controls to ensure the
use remains ancillary.
The proposed home business office is presented by the applicant as a use intended to serve the local residential population.
The size of the business does not generate any additional parking requirements in compliance with the by-law.
City Wide Issues:
None.
Conclusions:
The applicant is requesting an amendment to the zoning by-law to permit a business office as a home business within an
existing single detached dwelling, in which he resides. Plans for community consultation are being coordinated with the
local Councillors with the community consultation to be held prior to a final recommendation report.
