Subject:Parking Prohibitions: Clearcrest Avenue and Creekside Road, North York Centre

Purpose:To install parking prohibitions on the north side of Clearcrest Avenue and on the west side of Creekside Road.

Source of funds:

All costs associated with the installation of the parking prohibitions are included within our 1998 operating budget.

Recommendations:

To amend Schedule VIII of By-Law #31001, of the former City of North York, to prohibit parking between 8:00 a.m. to 6:00 p.m., Monday to Friday, on the north side of Clearcrest Avenue, from the westerly limit of Creekside Road to a point 45 metres westerly thereof, and on the west side Creekside Road, from the northerly limit of Clearcrest Avenue to a point 20 metres northerly thereof.

Council Reference/Background/History:

Currently, parking is permitted for up to a maximum of three hours on both Clearcrest Avenue and Creekside Road.

Councillor Filion had been requested by Mr. Rozen, 10 Clearcrest Avenue, to consider the installation of parking prohibitions on both Clearcrest Avenue and Creekside Road, adjacent to his property. Mr. Rozen has advised that students of St. Joseph College parked consistently along the frontage and flankage of his property.

Discussions:

As a result of our investigation, staff of this department has verified Mr. Rozen's concern as several vehicles were parked adjacent to his property, on both Clearcrest Avenue and Creekside Road. A review of our street location file has indicated that previous requests for parking enforcement have been made to the Toronto Police Services, Parking Enforcement Unit. It would appear that enforcement of the three hour parking limit has been ineffective in controlling long term on street parking.

Conclusions:

The Transportation Division supports amending the parking restrictions, as per Mr. Rozen=s request.
