10 July 1998

To: Chairman and Members of the North York Community Council

From: Roberto Stopnicki

Deputy Commissioner of Transportation

North York Civic Centre

Subject: Proposed Parking Prohibitions: Richard Clark Drive

North York Black Creek

Purpose: To prohibit parking between 2:00 a.m. and 6:00, on the both sides of Richard Clark Drive, from Smallwood Drive to the westerly limit of Richard Clark Drive.

Source of funds:

All costs associated with the installation of the parking restrictions are included within the 1998 operating budget.

Recommendations:

It is recommended that Schedule VIII of By-Law #31001, of the former City of North York, be amended to prohibit parking on both sides of Richard Clark Drive, from the westerly limit of Smallwood Drive to the westerly limit of Richard Clark Drive.

Council Reference/Background/History:

Currently, parking is permitted for up to a maximum of three hours on both sides of Richard Clark Drive.

Discussion:

Staff of the Transportation Division of the Works and Emergency Services Department has been advised by local resident that throughout the night vehicles are continually parked on both sides of the roadway, between Smallwood Drive and Heathrow Park, located at the westerly limit of Richard Clark Drive. Despite numerous requests to the Toronto Police Services for enforcement of three hour parking limit, the individual parking behaviours, have not changed. As identified in a petition, the majority of residents on this section of the roadway support the proposed parking restrictions.

Conclusions:

In view of the above, this department supports amending the current parking regulations, as requested by the residents.
