ZONING AMENDMENT APPLICATION

TAK ON DEVELOPMENTS LTD.

221 Finch Avenue East

Ward 10 - North York Centre

UDZ-98-12

Purpose:

The purpose of this report is to provide a preliminary evaluation of an application to amend the zoning by-law to permit redevelopment of the site with a 3-storey, semi-detached dwelling.

Recommendations:

It is recommended that:

(1)staff schedule a Community Consultation Meeting if deemed appropriate by the local councillors; and

(2)staff prepare a final report evaluating the proposal and provide notice of the Statutory Public Meeting at the appropriate time.

Background:

Proposal:

The application proposes an amendment to the zoning by-law to permit a semi-detached dwelling on the site, as shown on Schedule C. The existing single-family dwelling would be demolished. Pertinent site statistics are set out below:

Official Plan:

Central Finch Residential One (CFR-1) within the Central Finch Secondary Plan, which permits single and multiple-unit residential uses, in addition to parks uses, and places of worship.

Zoning By-law:

One-Family Detached Dwelling, Sixth Density Zone (R6), which permits single-family residential uses.

Discussion:

The site is located within the Central Finch Secondary Plan area. Within this part of the Plan area, small multiple-unit residential buildings are encouraged. The proposed land use is in accordance with this objective.

(a)Performance Standards

The applicant is proposing variances to established zoning standards for semi-detached dwellings, in relation to coverage and yard setbacks, most of which are in keeping with those approved for recent semi-detached dwellings. These will be reviewed against the objectives of the Secondary Plan to determine their appropriateness.

City Wide Issues:

None.

Conclusions:

The proposal to permit a semi-detached dwelling on this site is consistent with the intent of the Central Finch Secondary Plan. The issue of suitable performance standards will be evaluated as part of the planning review.
