ZONING AMENDMENT APPLICATION

Purpose:

The purpose of this report is to provide a preliminary evaluation of an application to amend the zoning by-law in order to permit development of the site with a 3-storey, semi-detached dwelling.

Recommendation(s):

It is recommended that staff prepare a final report evaluating the request for a zoning amendment application, and provide notice of the Statutory Public Meeting for zoning amendment at the appropriate time.

Background:

Proposal:

The application proposes an amendment to the zoning by-law to permit development of the site with a 3-storey, semi-detached dwelling. Pertinent site statistics are shown below.

Official Plan:

Central Finch Residential One (CFR-1) within the Central Finch Secondary Plan, which permits single and multiple-unit residential uses, in addition to parks uses, and places of worship.

Zoning By-law:

One-Family Detached Dwelling, Sixth Density Zone (R6), which permits single-family residential uses.

Discussion:

The site is located within the Central Finch Secondary Plan area. Within this part of the Plan area, multiple-unit residential buildings are encouraged. The proposed land use conforms with the Official Plan and is in accordance with this objective.

In October 1997, zoning exception RM2(19) was created in the context of a similar rezoning application at 142 Finch Avenue East. This exception is intended generally to apply to semi-detached and duplex dwelling redevelopment within the Central Finch Secondary Plan area, with appropriate provisions set out for gross floor area, building height, and lot coverage maximums; and lot frontage, lot area, yard setbacks, and required parking minimums for this form of development. Within the context of the Secondary Plan redevelopment area, semi-detached dwellings along various portions of Central Finch have been successfully integrated with other forms of arterial corridor infill development. The application will be evaluated in a similar manner.

Based on an estimated Finch Avenue road widening of 5 m, the proposed semi-detached dwelling should be able to meet most of the provisions set out in the RM2(19) zone.

The application will be reviewed against the zoning standards which Council has recently been approving for this form of development along Finch Avenue.

City Wide Issues:None.

Conclusions:

The proposal to permit a semi-detached dwelling on this site is consistent with the intent of the Central Finch Secondary Plan.
