Purpose:

The purpose of this report is to provide a preliminary evaluation of an application to amend the zoning by-law to permit the redevelopment of the site with a 3 storey semi-detached dwelling.

Recommendations:

It is recommended that:

(1)staff make the necessary arrangements for community consultation as may be required with the Ward Councillors; and,

(2)staff prepare a final report evaluating the proposal and provide notice of a Statutory Public Meeting at the appropriate time.

Background:

Proposal:

This applicant proposes a zoning by-law amendment to permit a three storey semi-detached dwelling on the property. The existing single family dwelling would be demolished. The pertinent statistics are as follows:

Official Plan:

The property is designated Central Finch Residential-One (CFR-1), which permits single detached and multiple-unit residential uses, public parks, recreational facilities and places of worship.

Zoning:

One-Family Detached Dwelling Fourth Density Zone (R4).

The Official Plan designation and zoning of this site and the surrounding area are attached as schedules "A" and "B".

Discussion:

The property falls within the Central Finch Area Secondary Plan which permits, among other uses, multiple-unit residential buildings. A semi-detached dwelling at this location conforms with the official plan.

In October 1997, zoning exception RM2(19) was created in the context of a similar rezoning application at 142 Finch Avenue East. The exception is intended generally to apply to a semi-detached and duplex dwelling redevelopment within the Central Finch Secondary Plan area, with appropriate provisions set out for gross floor area, building height, and lot coverage maximums; and lot frontage, lot area, yard setbacks, and required parking minimums for this form of development. Within the context of the Secondary Plan redevelopment area, semi-detached dwellings along various portions of Central Finch have been successfully integrated with other forms of arterial corridor infill development. The application will be evaluated in a similar manner.

Based on an estimated Finch Avenue road widening of 5 metres, the proposed semi-detached dwelling should be able to meet most of the provisions set out in the RM2(19) zone.

A request has been made through the offices of the local councillors that this proposal be the subject of community consultation. The planning considerations to be reviewed are:

$built form,

$landscape plans, and

$conceptual site plans.

The application will be reviewed within the context of the zoning standards established by Council for this form of development along Finch Avenue.

City Wide Issues:

None.

Conclusions:

A final report will be prepared for the Community Council upon further review of the application for a semi-detached dwelling at 162 Finch Avenue East.
