Purpose:
These applications propose to amend the Highway Commercial Official Plan designation and AHighway Commercial@ zoning to permit a mixed-use development on 0.2 ha (0.5 acres) located on the south side of Kingston Road, east of Brimley Road (see Figure 1).
The development consists of a three storey building containing commercial uses at street level and 16 residential apartment units on the second and third floors (Figures 2, 3 and 4). The residential units are two storey units featuring dining/living quarters on the second floor, and bedrooms on the third floor. Parking for the development is under the building with a row of surface parking spaces at the rear of the property.
This form of mixed-use development is consistent with the vision of the Kingston Road Study and is highly desirable for the commercial Amain street@ function being promoted for this stretch of Kingston Road.
Recommendations:
(1) That staff convene a Community Information Meeting on these applications with notice to be provided to the assessed owners shown on Figure 5;
(2) That Scarborough Community Council convene a Public Meeting to consider these applications during the second quarter of 1998.
Background:
During the past two years, staff in conjunction with a community-based steering committee, have undertaken a major initiative along a 5 km stretch of Kingston Road aimed at improving its commercial viability. The subject lands are within the study area and fall within the Kingston Road/St. Clair Avenue commercial Amain street@ node.
Major successes within the immediate vicinity of the subject lands include the following: a new Canadian Tire store across the road on the north side of Kingston Road incorporating a parkette at the apex of Kingston Road and St. Clair Avenue (a key recommendation of the study); the commissioning of a store wall mural depicting the area=s history; the renovation of an underutilised commercial property at the south-east corner of Kingston Road and Eastville Avenue resulting in new businesses and new residential accommodation on the second floor; and the start of streetscape improvements with a flower planting program and road reconstruction.
Comments:
Potential Benefits
(1) The subject applications have the potential to further contribute to the upgrading efforts in this area by providing for a Amain street@ form of development in scale with neighbouring commercial/residential development on Kingston Road and the residential neighbourhood to the south on Eastville Avenue.
(2) The development will result in new businesses within the Kingston Road/St. Clair Avenue node adding to the selection of businesses in this area and future businesses who may contribute to business promotion of this area.
(3) New residential opportunities will result in more Aeyes on the street@ and customers for area businesses.
