This amendment delineates a portion of the Tapscott Employment District as a Special Study Area, in order to articulate Council's intent to study the land use designations for the area in which applications have been submitted by the Morningside Heights Landowner's Group. The Group has also appealed Council's refusal to pass their application to amend the Tapscott Employment District Secondary Plan.

The owner has appealed the December 31, 1997 decision of the Commissioner of Planning and Buildings refusing a consent to create the 2 lots.

Yellow Moon Homes Inc. has appealed Council's refusal of their rezoning application to permit the development of their 9.8 ha (24 acre) site. The application proposes to develop 26 single detached and 158 street townhouses along with blocks for park, Village Common and elementary school uses. In addition, they also appealed Metro Council's failure to make a decision on their proposed plan of subdivision.

 

Subsequent to their appeal the applicants have also submitted an application for an Official Plan Amendment (SP98001) the purpose of which is to amend the policy in the Port Union Village Community Secondary Plan which requires that a minimum of 2.6 ha of land be available for new schools in combination with a minimum 3.2 ha community park.

Ontario Hydro and First Alliance Church have appealed the provisions of Official Plan Amendment 1001, adopted by Council on September 30, 1997 and approved by the Minister of Municipal Affairs

December 9, 1997. Official Plan Amendment 1001 applies to surplus Ontario Hydro corridor lands and adds an Open Space designation to the Public Utility designation, and designates 3 specific properties as Special Study Area, to be considered for Places of Worship. Ontario Hydro has appealed the Open Space designation as the lands have been sold to development interests. It is expected the purchasers will pursue the appeal. First Alliance Church has appealed the Special Study designation for Hydro lands they have acquired, and requests the approval for a Place of Worship/Medium Density designation.

 

*W97024 City Initiated Zoning By-law Amendment -

To clarify Permissions and Prohibitions of Vehicle Maintenance and Repair Uses in Residential Zones in Community Zoning By-laws.

 

Stan Jordan has appealed Council's September 16, 1997 decision to prohibit the painting, sanding, welding and autobody repairs of vehicles in Single-Family, Semi-Detached and Two-Family Dwellings, Duplexes and Street Townhouses.

725482 Ontario Limited and Anndale Properties Limited (AAnndale@) have appealed Council's September 16, 1997 decision to repeal By-law Number 14353, the Zoological Garden By-law and to further amend the Agricultural Holding By-law 10217; By-law Number 24982, the Employment Districts Zoning By-law; and By-law Number 3036, Former Township of Pickering, and to create the Upper Rouge - Hillside Zoning By-law being By-law Number 25278.

High Glen Developments Limited and Rossland Real Estate Limited have appealed Council's failure to make a decision on their Official Plan Amendment and rezoning applications. The Official Plan Amendment proposes to redesignate land from "Special Uses Area" and "Finch Avenue Realignment" to "Low Density Residential" and the Zoning By-law proposes to rezone the land to ASingle-Family@ and AStreet Townhouses@.

 

In addition, the applicants have also appealed Council's failure to approve their draft plan of subdivision. The draft plan proposes 19 single detached lots, 20 street townhouses and part lots for future development of singles, and street townhouses.
