Subject: Parking Restrictions and Stop Sign on Rosscowan Gate, Ward 14
Purpose:
To address the need for parking restriction on Rosscowan Gate with a No Parking Anytime prohibition. To install a stop sign on Rosscowan Gate at Rosscowan Crescent.
Funding Sources:
The $200 (approximate) funds associated with the installation of the parking prohibition signs are available in the Road & Traffic Services 1998 Budget, Account No. 20000-70200-72260.
The $150 (approximate) funds associated with the installation of the stop sign are available in the Road & Traffic Services 1998 Budget Account No. 20000-70200-72240.
Recommendations:
It is recommended that:
(1) the current parking regulations identified in Appendix 1 of this report be rescinded;
(2) the no parking regulations identified in Appendix 2 of this report be adopted;
(2) the stop control identified in Appendix 3 of this report be adopted; and
(3) the appropriate by-laws be amended accordingly.
Background:
With the installation of traffic control signals at the intersection of Pharmacy Avenue and Rosscowan Gate, a 30 metre corner parking restriction would be installed on both sides of Rosscowan Gate. As a result, there would be a very small 60 minute maximum permitted parking area. As such, staff recommended replacing the 60 minute maximum permitted parking with a No Parking Anytime prohibition.
Discussion:
At present, parking is prohibited along the entire north side of Rosscowan Gate. The existing parking restrictions on the south side of the roadway includes a section of No Parking Anytime from Pharmacy Avenue to a point 15 metres further east, 60 minute maximum permitted parking, and a 15 metre corner parking restriction at the intersection of Rosscowan Crescent.
With the introduction of the 30 metre corner parking restriction at Pharmacy Avenue and Rosscowan Gate, this will eliminate all but one or two legal parking spaces on the roadway. Therefore, in an effort to reduce confusion we recommended to the former area Councillor the prohibition of parking on both sides of Rosscowan Gate from Pharmacy Avenue to Rosscowan Crescent. This will also assist in creating an unrestricted traffic flow on approach to the traffic signals.
Discussions with the former Councillor revealed no objections to the restriction of parking on both sides of Rosscowan Gate. However, based on the concern of one of the area residents, we also support the request for the installation of a stop sign on Rosscowan Gate at Rosscowan Crescent to clearly define the right-of-way and stop motorists in advance of the existing sidewalks.
Conclusions:
We recommend restricting parking on both sides of Rosscowan Gate and installing a stop sign on Rosscowan Gate at Rosscowan Crescent to improve traffic flow and safety.
