VARIOUS PROPERTY STANDARDS ISSUES
Purpose:
The purpose of this report is to update the Scarborough Community Council on the status of various property standards
issues at the following locations: 370 McCowan Road, 4301 Kingston Road, 1545 Birchmount Road, 20 Trudelle Street,
555 Brimorton Drive; and 3400 Eglinton Avenue East.

Council Reference/Background/History:
The original report of the Scarborough Tenants Association, dated October 21, 1994 and published April 10, 1995, was
dealt with by the former City of Scarborough Planning and Buildings Committee at its meetings of June 22 and September
21, 1995 and by Council at its meeting of October 3, 1995.
A copy of that report together with a series of photographs was delivered to the Councillors on
April 28, 1998.
The Community Council, at its meeting of May 6, 1998, requested this update.
Comments and/or Discussion and/or Justification:
370 MCCOWAN ROAD

This property was purchased by Intra Projects along with 5 other buildings in late 1996. The building has undergone a
major upgrade to comply with our work orders and to meet the owners own standards. The final phase of the work will
begin on or about May 15, 1998 - i.e. painting of the balcony panels and upgrading of plumbing systems.
Improvements already completed are underground garage lighting, painting, concrete repair, balcony panel replacement,
boiler replacement, elevator upgrade, asbestos removal, roof anchors and fire retro-fit.
Regular maintenance is on-going and improvements will continue in co-operation with our Division.
Note: No complaints about Bell switch box.
4301 KINGSTON ROAD
This building is operated by Metro Housing - complaints referred to Fire Department and management . No inspections
carried out by our division as per previous Council direction.
Note: No complaints about fire hoses, etc.
1545 BIRCHMOUNT ROAD

This property has been inspected annually and a rent freeze was in effect from April 10, 1997 until September 2, 1997.
In 1997 we ordered the owner to install an intercom system and security locks on the exterior doors. The building was
constructed without these important features.
In addition the parking area was repaved, exterior brickwork repaired - safety railings and walkways were improved,
interior painting was done where needed and the exterior refuse system was reconstructed.
We have not received any further complaints since the work order was completed and the rent freeze lifted in September
1997. Our next inspection is scheduled for September 1998.
Note: No complaints about water penetration as depicted on photo.
20 TRUDELLE STREET

This building has been inspected on an annual basis with various work orders having been issued.
The property is now being managed by Grover Realty who also manage 10, 25, 35 & 45 Trudelle Street.
Since taking over management, this Company has taken steps to remove problem tenants and clean up the building.
A new security system and intercom were installed, and a competent superintendent hired. At present there is an
outstanding work order regarding painting of the balconies.
This is scheduled to be completed this year. The other buildings, 10, 25, 35, & 45 have already been completed.
There are no complaints regarding water penetration. The condition depicted on the photo is not water penetration. This is
a natural condition known as efflorence (salts being emitted from the bricks).
555 BRIMORTON DRIVE

This property has been inspected annually with various work orders having been issued. The building has undergone
several major improvements over the past three years. Steel cladding was installed on all elevations to prevent water
penetration into apartment suites. A new roof was installed last year along with new boilers, balcony repairs and exterior
painting. New carpets were installed on all floors in 1996 and building has been painted throughout including the
stairwells.
The owner has hired a security firm to combat vandalism including graffiti which has become a problem in this area. (No
recent complaints).
We have also requested that the owner order tenants to remove unsightly enclosures from balconies which are being used
to keep pigeons from occupying these areas. We will continue to monitor this property.
Note: No complaints about conditions as depicted on photo. Repair of damage pipes and removal of tiles to effect repairs
is routine.
3400 EGLINTON AVENUE E

This property has been inspected annually with various work orders having been issued. The building has undergone major
improvements including roof replacement, waterproofing exterior walls, balcony repairs and painting, new boilers, garage
repairs and lighting upgrades, paving of east parking area and interior painting as needed.
We were also successful in having the outdoor swimming pool backfilled in 1997 which eliminated a major hazard to
small children.
Our annual inspection has been scheduled for May 12, 1998. We will be requesting that the owners address the problem of
recurring balcony panel rusting at the south west corner of the building.
We are not aware of any complaints regarding water penetration at the present time.
All previous work orders have been complied with and cleared.
