Purpose:
This report responds to the direction of the Scarborough Community Council of July 22,
1998, directing planning staff to bring forward the Site Plan Control Application to the
September 16, 1998 meeting of the Scarborough Community Council.
Recommendations:
That Scarborough Community Council defer consideration of Site Plan Control Application
S97161 to its October 14, 1998 meeting, to allow planning staff, the applicant and the
community working group additional time to resolve outstanding site plan issues.
Background:
1.On July 22, 1998, Scarborough Community Council held the statutory public meeting for
the Official Plan Amendment and Zoning By-law Amendment applications, to provide for
the development of the vacant Petro Canada site for 15 townhouses. While the Scarborough
Community Council adopted the report of the Commissioner of Planning and Buildings,
Scarborough, and concluded the public meeting, it directed that the Bills to enact the
Official Plan and Zoning By-law amendments not be presented to City Council for approval,
until the Site Plan is approved by Community Council.
2.Community Council directed planning staff to bring forward the Site Plan Control
Application to its September 16, 1998, meeting, and further directed that a Community
Working Committee be formed to work with the applicant to develop a high quality of
landscaping and building design structure.
3.Community Council further requested the Director of Road and Traffic Services,
Scarborough, to report to its September 16, 1998, meeting, on transportation issues in this
area, i.e. access to and impact on the Guildwood Parkway.
4.On August 6, 1998, the community working committee, including planning staff, the
applicant and several members of the community met and discussed site plan and technical
issues that would assist in providing a high quality development on this site. A further
meeting of the working group has been scheduled to take place on September 3, 1998. We
anticipate that the outstanding site plan issues can be resolved over the next month and it
would be more appropriate to bring forward a report to Community Council at its October
14, 1998 meeting.
Conclusions:
Given that the matter is progressing to a potential resolution in the next few weeks, staff
recommend that Scarborough Community Council defer consideration of Site Plan Control
Application S97161 to its October 14, 1998 meeting, to allow planning staff, the applicant
and the community working group additional time to resolve outstanding site plan issues.
Similarly, the report of the Director of Road and Traffic Services, can be dealt with by
Community Council at the same time.
