September 1, 1998

To:Scarborough Community Council

From:H.W.O. Doyle

Subject:Ontario Municipal Board Decision

High Glen Investments Limited/Rossland Real Estate Limited

Part of Lot 11, Concession 4

Our File No. GHE3 10108

Purpose:

To advise of the decision of the Ontario Municipal Board with respect to the above-noted matter.

Recommendations:

It is recommended that this report be received for information.

Background:

At its meeting of July 8, 1998, Council instructed the City Solicitor to attend at the Ontario Municipal Board in support of an application by High Glen Developments Limited for an Official Plan Amendment, Zoning By-law Amendment and Draft Plan of Subdivision for 4.2 hectares of vacant land south of the Canadian Pacific Railway corridor, west of the Rouge Valley and north of Finch Avenue. At the direction of Council, staff requested two amendments to the application including a density reduction from the proposed 81 units, which the developer agreed to make. As a result, the City was in support of the application at the hearing which was held on July 28, 1998.

The Board Chair heard planning evidence in support of the proposal and was satisfied that it represented good planning. The Board Chair, therefore, amended the applications before him to reflect the City's requested changes, including the reduction in units, and allowed the amended appeals. A copy of the Board's decision is attached hereto.
