585 & 587 Kennedy Road

Kennedy Park Community

Scarborough City Centre

Purpose:

This report responds to the direction of the Scarborough Community Council of June 24, 1998, directing planning staff to bring forward the City-initiated rezoning application Z97021, to the September 16, 1998 meeting of the Scarborough Community Council.

Recommendations:

It is recommended that Scarborough Community Council:

(1)defer the Public Meeting for Application Z97021 to its November 25, 1998 meeting, to allow for new Notice to be given, to include the three properties to the south of 585 and 587 Kennedy Road, that have requested to be added to the application; and

(2)confirm that the Medium Density Residential (RM) designation of the Official Plan applies to the properties to be added to the application.

Background:

(1)On June 24, 1998, Scarborough Community Council deferred the scheduled statutory public meeting for the City-initiated Zoning By-law Amendment application, to provide for further consultation with abutting property owners to the south, that had expressed interest to be included as part of this City-initiated rezoning.

(2)Over the summer months, planning staff met with the property owners of 579, 581 and 583 Kennedy Road (shown cross-hatched on the location map) and discussed their respective wishes to incorporate their properties with the City-initiated rezoning of 585 and 587 Kennedy Road, which provides for Multiple Family Residential (townhouse) zoning.

(3)These three properties are presently zoned for Single-family dwellings and contain three such dwellings. The Medium Density Residential (RM) designation of the Official Plan would appear to generally apply to the three properties to be added to this application. Scarborough Community Council should confirm, as part of this direction, its concurrence with respect to the Official Plan conformity.

(4)The Notice of Public Meeting previously issued for the Zoning By-law Amendment Application Z97021, that came before Community Council on May 27, 1998, and June 24, 1998, did not include the three additional properties. It would be appropriate to issue new notice to include these properties, before Community Council can consider the rezoning matter. This can take place in the fourth quarter of 1998.

Conclusions:

Planning staff have met with the concerned property owners on Kennedy Road who have confirmed their desire to be included in the City-initiated rezoning of affected properties on Kennedy Road, to provide for residential townhouse zoning. Given that it would be appropriate to issue new notice to include these properties, before Community Council can consider the rezoning matter, staff recommend that Scarborough Community Council defer consideration of Application Z97021 to its November 25, 1998 meeting. Scarborough Community Council should also confirm that Medium Density Residential (RM) designation of the Official Plan applies to the properties to be added to the application.
