Subject:Heavy Truck Prohibition on Neilson Road and Passmore Avenue, Scarborough
Malvern
Purpose:
To address the need to restrict trucks on Neilson Road, north of Finch Avenue and on
Passmore Avenue, east of Tapscott Road.
Funding Sources, Financial Implications and Impact Statement:
The $300.00 (approximate) funds associated with the installation of the heavy truck
prohibition signs is available in the Transportation Services 1998 Budget, Account No.
20000-70200-72240.
Recommendations:
It is recommended that:
(1)the heavy truck prohibitions identified in Appendix 1 of this report be adopted; and
(2)the appropriate by-law be amended accordingly.
Council Reference/Background/History:
Transportation Services staff noticed an increase in the number of heavy trucks using Neilson
Road, north of Finch Avenue and Passmore Avenue, east of Tapscott Road since the roads
were surface treated in 1997. This does cause us some concern as the pavement is not to a
standard to accommodate these vehicles without causing damage to the roads.
Comments and/or Discussion and/or Justification:
Neilson Road, north of Finch Avenue and Passmore Avenue, east of Tapscott Road are in an
industrial area and provide access to only a few properties. Neilson Road, south of Finch
Avenue, currently contains a heavy truck prohibition that applies from 7:00 p.m. to 7:00 a.m.
It is our intention to replace the surface of these two roads this year, however, we have
concerns that the continuance of this truck traffic will damage the new road surface. By
preventing heavy trucks on these roads, we can preserve the roads until the Tapscott Industrial
lands are developed and then constructed to accommodate heavy trucks.
Conclusions:
As these are industrial roads, they are not currently included in our by-law. As such, we
recommend that both of these portions of Neilson Road and Passmore Avenue be included
under a heavy truck prohibition. Finch Avenue and Tapscott Road provide a convenient route
that can easily accommodate any overflow of heavy truck traffic.
