Scarborough Highland Creek
Purpose:
Zoning By-law Amendment and Consent applications have been submitted in order to
facilitate the creation of four single-family residential lots as shown on Figures 1 and 2. The
rezoning would permit the proposed lots to have a minimum of 12.7 metres (41.9 feet)
frontages and a minimum 372 m² (4,004 square feet) lot areas with similar development
standards as the existing residential lots having frontages on Claresholme Drive and Hanna
Terrace. Consent applications SB52/98, SB43/98 and SB54/98 have been submitted in
support of the rezoning application.
Financial Implications:
None.
Recommendations:
That the Scarborough Community Council convene a Public Meeting to consider this
application targeted for the first quarter of 1999. Notice of the Public Meeting is to be
provided to all assessed persons within 120 metres (400 feet) of the subject property and the
Highland Creek Community Association.
Background:
The proposal complies with the Low Density Residential designation and Numbered Policy
6 of the Highland Creek Community Secondary Plan (Amendment 988) presently under
appeal, which requires minimum 370 m² (3982 square feet) lot areas. the property is zoned
"Single-Family Residential" which permits single-family dwellings on lots having minimum
15 metre (50 feet) lot frontages and minimum 696 m² (7,500 square feet) lot areas.
The lands subject of this application is a combination of rear yards of lots fronting on Euclid
Avenue and a vacant remnant parcel, Block 23, from a registered plan of subdivision
registered May 12, 1994. The remnant parcel was included as a Block within the plan with the
intent that the block would eventually be developed in conjunction with abutting lands to the
north.
The development of Block 23 in combination with the lands to the north would provide for
the creation of four lots consistent in depth and area with existing lots in the registered plan of
subdivision and the immediate vicinity.
Comments:
Potential Benefits
The applicant's proposal provides for the development of the rear yards of existing lots as
well as a vacant remnant parcel from an approved registered plan of subdivision. The
proposed development of these lots will be consistent with the City's infill development
objectives as shown on the Tertiary Plan for the Highland Creek Community.
Potential Concerns
Although a plan of subdivision is not required for the orderly development of the land,
appropriate conditions of consent must be imposed in order to secure the necessary municipal
services for the development.
Part 5 will be developed once additional lands to the north have been acquired in order to
create a building lot similar to the lots being proposed through this application. To ensure that
the future development is not encumbered, it would be appropriate for Part 5 to be excluded
from the current rezoning application. In so doing it allows for the orderly development of
these lands to occur and the existing character on Claresholme Drive to be maintained.
