Purpose:
To recommend approval of the Site Plan Control Application S97161, to permit the
development of 15 high-quality residential townhouses on a 0.27 hectare (0.7 acre) vacant
Petro Canada site on the north-west corner of Guildwood Parkway and Rowatson Road.
Recommendations:
It is recommended that Scarborough Community Council support the approval of Site Plan
Control Application S97161, as shown on Figures 2, 3, 4 and 5.
Background:
In order to ensure a high quality of landscaping and building design is achieved on this site,
commensurate with the "Executive Style" of development in the Guildwood Community,
Scarborough Community Council at its meeting of July 22, 1998, and subsequently on
September 16, 1998, directed planning staff to bring forward the Site Plan Control
Application for its approval, following consultation with a community working committee
consisting of community representatives, planning staff, the applicant and the local
Councillors.
The community working committee met on two occasions, on August 6, 1998 and on
September 3, 1998, and discussed site plan and technical issues that have assisted the
developer to improve the proposal and provide a high quality townhouse development on this
site. At the conclusion of the meetings, it was agreed by all parties that the improvements
achieved through the consultation process would provide a quality development on this very
prominent site in the Guildwood Community and as such, they endorsed the application to be
forwarded to Scarborough Community Council for its approval.
The following issues were discussed and resolved:
- Building elevations of the end units that would be visible from the homes on Rowatson
Road. Mr. Singh, the builder of this development, indicated that he is prepared to create an
appealing elevation with varied brick work to improve the north elevation exposures of the
end buildings. Also, a six foot high wood fence, including a lattice treatment at the top, is
proposed to screen the new homes from the properties fronting on Rowatson Road.
- Border fencing. An attractive wrought iron fence along the Guildwood Parkway frontage,
combined with significant landscaping, is proposed to provide a strong and attractive
presentation along this important street facade. Also, a 6 metre set back from the
Guildwood Parkway property line has been provided to allow for the landscaping.
- Building material. The homes will be all brick construction, with wood used for accent
treatment.
- Pavement treatment. With respect to the pavement treatment of the proposed driveway
serving units 8 to 15, the applicant proposes a decorative interlocking paving treatment will
be provided on the driveways leading to each of the enclosed garages, while the main
common driveway will be of asphalt construction, to provide for durable and
maintenance-free finish for the condominium owners.
- Garbage storage and disposal. The applicant proposes to provide a garbage enclosure near
the north-west corner of the property, at the end of the driveway, to serve units 8 to 15
which are proposed to be condominium units. On pick-up days, the bins will be wheeled to
the curbside by the condo management to by picked up by the municipality. Units 1 to 7,
fronting on Rowatson Road, will have curbside garbage pick-up by the municipality.
- On-site drainage. The swale and catch basin to serve the site are proposed to be located on
the condo side of the development and incorporated within units 8 to 15.
- The impact of this development on traffic on Guildwood Parkway was discussed by the
working group. The primary concern was with potential U-turn movements at the
Guildwood/Rowatson intersection. The merits and the disadvantages of whether a median
break should be required to provide access to the site, were generally discussed. Planning
staff have discussed this issue with Works Department staff. It is staff's opinion, based on
the very small number of vehicles that would be involved in using the west driveway to
access the project, that from a road safety perspective, U-turns at the Guildwood/
Rowatson intersection are far preferable to a new median break to serve the driveway.
Furthermore, there is an alternate road access that residents of the development may use
via Livingston Road, which would not require the employment of U-turns to access this
site. This matter is further detailed in a separate report of the Director of Road and Traffic
Services, Scarborough, that is included in this Scarborough Community Council Agenda.
Conclusions:
Planning staff, the applicant, the local Councillors and representatives from the community
have met and satisfactorily resolved site plan issues that have resulted in improvements
achieved through the consultation process, which provide a quality development on this very
prominent site in the Guildwood Community. Planning staff therefore, recommend conceptual
approval to Scarborough Community Council of the Site Plan Control application, as
generally shown on the attached Figures.
