Subject:Extending the No Parking Anytime Restriction on Greylawn Crescent, Scarborough Wexford

Purpose:

To investigate the need to extend the parking restrictions further south on Greylawn Crescent to Babson Road.

Funding Sources, Financial Implications and Impact Statement:

The $800 (approximate) funds associated with the installation of the parking restriction signs is available in the Transportation Services 1998 Budget, Account No. 20000-70200-72260.

Recommendations:

It is recommended that:

(1)the parking regulations identified in Appendix 1 of this report be rescinded;

(2)the parking regulations identified in Appendix 2 of this report be adopted; and

(3)the appropriate by-law be amended accordingly.

Council Reference/Background/History:

As a result of a petition signed by the residents living on Greylawn Crescent, north of Babson Road, staff investigated the feasibility of extending the existing parking prohibition to this portion of the road. This petition was signed by 100% of the residents directly abutting the proposed prohibition. The complaint is that residents of the area apartments are parking for long durations on the street.

Comments and/or Discussion and/or Justification:

Greylawn Crescent is a residential road that intersects Victoria Park Avenue at two locations, south of Ellesmere Road. A No Parking Anytime restriction is currently posted on both sides of Greylawn Crescent in the vicinity of both intersections with Victoria Park Avenue. Specifically, at the north intersection, the No Parking Anytime restriction was installed in 1974 on the north side of the road and then in 1995 on the south side due to cars from the apartments constantly parking on the street. The installation of these restrictions has resulted in the cars parking further south on Greylawn Crescent.

Despite requests for police parking enforcement of the three hour limit, on-street parking continues on Greylawn Crescent. Considering that there is 100% support from the 21 residents directly abutting the proposed prohibition, we can support restricting parking as far south as Babson Road.

Conclusions:

As there is the support of the residents for a parking prohibition on both sides of Greylawn Crescent, we recommend the posting this prohibition south to Babson Road.
