re:Request to Waive User Fees for all Residents Economically Disadvantaged

I am making a formal written request to waive "User Fees" for all City of Toronto (Mega City) residents who are economically disadvantaged, including myself, regarding services rendered by the City of Toronto (Mega City and Scarborough), due to the fact that when the City of Toronto demands "User Fees" from economically disadvantaged persons, the City is violating the Constitutional Rights of these aforementioned persons under Section 7 and section 15(1) and Section 15(2) of the Canadian Charter of Rights and Freedoms, thereby inflicting undue financial hardship on these aforementioned persons.

I need for my written request to be put on the Scarborough Community Council Meeting Agenda for discussion and decision and for my request to be submitted further to the City of Toronto Council under the jurisdiction of Mayor Mel Lastman. I am a recipient of social assistance under the Ontario Disability Support Program Act, and as such, I am receiving a below poverty level monthly income.
