Purpose:

Fred Schaeffer, on behalf of Arbroath Investments Inc., has applied to amend the Centennial Community Zoning By-law No. 1978 from Heavy Industrial (HIND) to Low Density Residential for a 281 m² (3,024 square feet) vacant property having frontage on Maberley Crescent. The proposed amendment will permit the proposed lot to have a minimum of 7.4 metres (24.4 feet) frontage and a minimum 281 m² (3,024 square feet) lot area, with similar development standards as the existing residential lots having frontage on Maberley Crescent west of the subject property.

Financial Implications:

None.

Recommendations:

That the Scarborough Community Council convene a Public Meeting to consider this application targeted for the first quarter of 1999. Notice of the Public Meeting is to be provided to all assessed persons within 120 metres (400 feet) of the subject property and the Centennial Community Association.

Background:

The proposed amendment would conform to the Low Density Residential designation of the Centennial Community Secondary Plan that provides for single-detached, semi-detached and street townhouses. The zoning requirements to be implemented on this parcel will reflect the zoning standards on the existing development to the west.

The property subject of this application was excluded from the existing residential development on Maberley Crescent, in the hope that additional land can be acquired to increase the depth and area of the proposed lot. The applicant has indicated that his efforts to acquire additional land has not been successful and is therefore seeking approval to develop the vacant parcel.

Comments:

Potential Benefits

The requested amendment represents an opportunity to develop this vacant property with an residential dwelling that will be compatible with the existing residential development on Maberley Crescent.

Potential Concerns

The proposed lot will have an area that is approximately 18 square metres (200 square feet) smaller than that of other lots within the existing development on Maberley Crescent.

The shape of the parcel will result in a reduction to the rear yard requirement in order to accommodate a dwelling unit.
