(*) In addressing Councillors workload, the Transition Team proposes that the following be taken into consideration when
Council makes its appointments.
• Council should avoid doubling up on major responsibilities.
• Councillors on Budget Committee should not be chairs of Standing Committees or Community Councils.
• Chairs of Standing Committees and Community Councils are members of the Strategic Policies and Priorities Committee.
• It is important to have cross representation of Councillors on boards and the Standing Committee to which they report.
• A councillor who has heavy standing committee responsibilities should not also represent the City on a board
which is known to have a heavy meeting schedule.
• At least one of Council's appointments to the Toronto and Region Conservation Authority should be a member of
the Urban Environment and Development Committee and at least one member of the Community and Neighbourhood Services
Committee. One of Council's appointments to the Authority should also be appointed to the proposed Greater Toronto Services Board.
• Citizen members should be included on the 7-Member board of the Toronto Transit Commission (TTC), with City Councillors in the majority.
• The Chair of the TTC should be a member of Council, a member of the Urban Environment and Development Committee and one of
Council's appointments to the proposed Greater Toronto Services Board.
• At least one of the Councillors appointed to the new City of Toronto Public Library Board should also be a member of the
Community and Neighbourhood Services Committee.
• At least one member of the new Toronto Hydro-Electric Commission should be a member of the Works and Utilities Committee.
• At least one of the Councillors appointed to the new Board of Directors of the amalgamated Housing Company should be a member of
the Community and Neighbourhood Services Committee.
• At least one of the Councillors appointed to the new Board of Health should be a member of the Community and Neighbourhood Services Committee.
• At least one of the Councillors appointed to the new Parking Authority should also be a member of the Urban Environment and Development Committee.
