Proposed Greater Toronto Services Board (GTSB)

The current proposal before the Province would give the City 14 representatives on the 28-member board.

(Recommendation No. 24)

 

City representation on the proposed GTSB should include - the Mayor, the Chairs of the Standing Committees, the Budget Chief, the Chair of the T.T.C., and a Councillor who is a member of the Toronto and Region Conservation Authority (appointed by Council). The remaining Councillors (who are not Chairs of Community Councils) should be appointed by Council.

Immediate requirements: Council needs to decide whether it wishes to make appointments at this time.

 

 

Based on Transition Team recommendations, Council needs to:

 

- appoint 14 members to the GTSB, as outlined in Recommendation No. 24.

Toronto and Region Conservation Authority

Conservation Authorities Act: The number of members appointed by the City of Toronto shall be equal to the number of members appointed by the other participating municipalities.

 

Existing membership includes 28 members, 14 of whom are appointed by Metro Council - currently 10 Councillors and 4 citizens.

 

(Recommendation No. 109)

 

Council should appoint new members to replace the existing political members on the Authority, effective on the date of the Annual General Meeting of the Authority in February 1998.

 

Council's appointments to the Authority should include:

 

- at least 1 who is a member of the Urban Environment and Development Committee;

 

- at least 1 who is a member of the Community and Neighbourhood Services Committee; and

 

- 1 who is also appointed to the proposed Greater Toronto Services Board.

 

Immediate requirements: Council appointments required.

 

The distribution between Councillor and citizen members is at the discretion of Council.

 

 

 

 

 

Based on Transition Team recommendations, Council needs to:

 

- appoint new members to replace the existing political members on the Authority effective on the date of the Authority's Annual General Meeting in February 1998.

The Transition Team recommends that new members be appointed to replace the existing political members, which currently stands at 10 (including:

 

- at least 1 who is a member of the Urban Environment and Development Committee;

 

- at least 1 who is a member of the Community and Neighbourhood Services Committee; and

Toronto District Heating Corporation

Bill 148: The directors of the TDHC on December 31 remain in office until Council appoints new members.

 

Toronto District Heating Corporation Act, 1980: Composition established under section 4 of the Act.

 

Current membership includes:

- 2 Council Members

- 1 Steam User's representative

- 1 citizen member.

 

(Recommendation No. 110)

 

Council should appoint new members to replace the existing political members on the Corporation's Board.

 

Immediate requirements: Council appointments required.

Toronto Harbour Commissioners

Toronto Harbour Commissioners' Act, 1911: Established.

 

Current membership includes:

- 3 members appointed by the City of Toronto Council; and

- 2 members appointed by the federal government.

 

Canada Marine Act: The federal government recently introduced new legislation, to be called the Canada Marine Act, which will change the Toronto Harbour Commissioners to a Port Authority with a different governance and operating structure.

 

Under the Act, the board will consist of 7 directors: - 1 each appointed by:

- the Government of Canada;

- the Province of Ontario; and

- the City of Toronto; and

- 4 appointed by the federal cabinet.

 

These changes could take effect during 1998.

 

 

(Recommendation No. 111)

 

Council should appoint new members to replace the current political members on the Board of the Toronto Harbour Commissioners.

Immediate requirements: Council appointments required.
