- The North York Historical Board is dissolved on January 1, 1998.
- Members of the Toronto Historical Board on December 31, 1997, remain in office until Council appoints new members.
Current membership of Toronto Historical Board:
- 2 Council Members; and
- 15 citizen members.

Council should create a new city-wide Toronto Historical Board, consisting of two committees, the Toronto Architectural Conservation Advisory Committee (TACAC) and the Toronto Museums Committee.
The City's Culture Office should provide staffing to the Toronto Historical Board for the delivery of the following heritage services: heritage designation and conservation; monument and outdoor artworks maintenance; museums management; and natural heritage.
Existing arrangements for heritage designation and conservation and for museums management should continue until alternative arrangements are approved by Council, preferably early in 1998.

Based on Transition Team recommendations, Council needs to:
- decide on the size and composition of the new Toronto Historical Board, as well as the qualifications of its members; and
- adopt a by-law to establish the composition of the new Board. |

The TACAC should have local panels to ensure that the local perspective on heritage issues is maintained. The TACAC should work with the local panels on all matters relating to, but not limited to, Sections IV and V of the Ontario Heritage Act.
The Transition Team suggests that appointments to the TACAC should include members of Council and citizens familiar with local architectural conservation advisory committees (page 204). |

Based on Transition Team recommendations, Council needs to:
- decide on the size and composition of the new Toronto Architectural Conservation Advisory Committee (TACAC); and

The Toronto Museums Committee should oversee management of the City's museums in accordance with the policy guidelines set by Council.
The Transition Team suggests:
- that the Committee appointees include members of Council and citizens drawn from across the new City, including representatives of existing boards of individual museums; and
- that members of the Museums Committee have expertise in the following areas: curatorial and archive issues, programming, collections, exhibits, facility requirements, museum management, marketing, fund raising and public education initiatives (page 204). |

The Transition Team recommends that Council establish a new city-wide Arts Council as an arm's length funding and peer review body to administer grants to arts and cultural organizations, according to policy guidelines established by Council.
The Arts Council should be based on the existing Toronto Arts Council and should report to Council through the Community and Neigh. Services Committee.
The Transition Team suggests that the existing Toronto Arts Council, the City's Culture Office and the arts community work collaboratively to develop appropriate policy, operating guidelines and budget requirements for a new city-wide Arts Council for Council approval (page 206).
Until new arrangements are in place, the current City of Toronto Arts Council should continue to allocate grants within its existing area of jurisdiction under the terms of its current legal agreement; and the Etobicoke Municipal Arts Commission should make recommendations to the Community and Neighbourhood Services Committee on the allocation of grants within its existing area of jurisdiction, working with the City's Culture Office.
