City Sinking Fund Committee

Bill 148: There shall be a Sinking Fund Committee consisting of:

- City Treasurer (as Chair);

- the number of other members appointed by Council that it considers appropriate;

- Council may appoint an alternate for each member.

 

Section 133 of the Bill states that the members of the Metro Sinking Fund Committee on December 31 shall be deemed to have been appointed to the City Sinking Fund Committee on January 1, 1998, and shall remain in office until Council appoints new members.

 

 

(Recommendation No. 106)

 

Council should enact a by-law to establish the Toronto Sinking Fund Committee based on the current size and composition of the Metro Sinking Fund Committee and make the necessary appointments.

 

 

(Recommendation No. 70)

 

As a general rule, citizen appointments should be for the full 3-year term of Council.

Immediate requirements: No political appointments required to maintain the existing membership.

 

 

 

 

 

Based on the Transition Team recommendations, Council needs to:

 

- enact a by-law to establish the Toronto Sinking Fund Committee based on the current size and composition of the Metro Sinking Fund Committee; and

 

-make the necessary appointments.

 

There are currently no political appointees on the Sinking Fund Committee.

Metro Toronto Police Benefit Fund, Board of Trustees

Bill 148: Section (3) of the Bill continues existing Pension and Benefit Plans and Funds, and Section (4) continues the Boards and Committees established to administer them.

Council should enact a by-law to continue the current size and composition of the Metro Toronto Police Benefit Fund, Board of Trustees, and make the necessary appointments.

Toronto Atmospheric Fund, Board of Directors (City of Toronto)

Toronto Atmospheric Fund Act, 1992: Established.

 

Bill 148: This Board, which was incorporated by special legislation under the Ontario Business Corporations Act, is continued under Bill 148.

 

(Recommendation No. 108)

 

Council should retain the Toronto Atmospheric Fund as an arms-length investment fund for municipal energy efficiency initiatives.

 

The mandate and membership of the Board of Directors should be determined by Council by-law.

 

Immediate requirements: Council appointments required.

 

 

Based on Transition Team recommendations, Council needs to:

 

- retain the Toronto Atmospheric Fund as an arms-length investment fund for municipal energy efficiency initiatives; and

 

- determine the mandate and membership of the Board of Directors, and enact the necessary by-law.
