Subject:9-15 Christie Street and 388-402 Clinton Street - Application 197028 for Official Plan and Zoning By-law
Amendments and Site Plan Approval to permit a residential development (Midtown)
Purpose: To inform Toronto Community Council of the current status of this application and to authorize a community
meeting.
Recommendations:
That, following submission of revised plans, I be requested to hold a public meeting in the community to discuss the
application, and to notify owners and tenants within 300 metres of the site and the Ward Councillors.
Background:
This application was the subject of my report dated March 19, 1998 listed as Item 111 at the April 1, 1998 meeting of
Toronto Community Council. I advised that the application could not be processed because all lands were not within the
ownership of the applicant, and that if the application were completed in this respect, the proposed building height on the
Christie Street portion should be reduced. I undertook to report further to the May 27th, 1998 meeting of the Community
Council.
The site is also subject of an appeal by the applicant against the approval of OPA No. 96 of the former City of Toronto
Official Plan, the Seaton Village Neighbourhood Part II Official Plan. The appeal has been referred to the Ontario
Municipal Board by the Minister but no date for a hearing has been set.
Comments and Discussion:
On May 1, 1998 consultants for the applicant provided a copy of a conditional agreement of purchase and sale between the
applicants and Betty and Orville Wong, owners of 402 Clinton Street. This would resolve the ownership issue for the site
and complete the application.
The applicants also indicated that they would respond to the direction of Council as adopted in Recommendation 2 of the
planning report relative to building heights on Christie Street, and requested the staff to provide some further information
on built form guidelines. On this basis I would consider that the application is now complete and, pending receipt of plans
showing a reduction of building heights on Christie Street, it may proceed through circulation, a technical review and
community consultation. I anticipate there will be other planning concerns addressed through this process, including the
height of the townhouse units, building setbacks from Christie Street, the status of the new driveway west from Clinton
Street, and landscaping plans.
