Subject:Area Parking Study - Hillcrest and Wychwood Park Neighbourhoods
(Ward 23 - Midtown)
Purpose:
To respond to a Toronto Community Council request at its meeting of May 6, 1998 for staff to provide an outline of the
scope of work for an area parking study of the Hillcrest and Wychwood Park Neighbourhoods as a result of initiatives of
the Toronto Transit Commission (TTC) in this area.
Funding Sources, Financial Implications and Impact Statement:
No funds are required in connection with this report.
Recommendations:
1. That Toronto Community Council endorse the work plan, as outlined in the body of this report, for an Area Parking
Study of the Hillcrest and Wychwood Park Neighbourhoods; and
2. That the Commissioner of Works and Emergency Services report, as necessary, on any recommendations arising as a
result of the Area Parking Study.
Background:
Toronto Community Council, at its meeting of May 6, 1998, in considering a communication (April 5, 1998) from
Councillor John Adams to the Director of Infrastructure Planning and Transportation, regarding an area parking study of
the Hillcrest and Wychwood Park Neighbourhoods, requested staff to report to the Toronto Community Council, for its
meeting of June 24, 1998, on the parameters of the requested area parking study.
Comments:
The parking study for the Hillcrest and Wychwood Park neighbourhoods has been initiated, in part, as a result of the
concerns of the residents of these neighbourhoods with the potential parking impacts of two proposals by the Toronto
Transit Commission (TTC): a Transit Control Centre on the Hillcrest site (located at the southwest corner of Bathurst
Street and Davenport Road) and the disposal of the TTC=s property at Premises No. 76 Wychwood Avenue (the
Wychwood Carhouse). In order to assess the parking implications of these two projects, the following activities are
proposed:
1. Review of On-street Parking
- review of the on-street parking regulations in the areas abutting the Hillcrest and Wychwood TTC site, bounded by St.
Clair Avenue West on the north, the CPR railway on the south, Walmer Road on the east, and Christie Street on the west;
- evaluate the current utilization of the on-street parking in these areas;
- determine whether modifications are required to address any existing parking problems, in general, or associated
specifically with the current TTC facilities;
- identify any opportunities to provide additional on-street parking spaces in these neighbourhoods;
2. Wychwood Carhouse
- determine the number of parking spaces currently available on the site;
- estimate the peak parking accumulation and the times when this occurs;
- review the TTC=s policy regulating the use of this parking facility by its employees and the associated fees, if any;
- assess how the TTC intends to accommodate the employees currently using this parking facility, once the property is
disposed;
3. Transit Control Centre - Hillcrest Site
- determine the number of employees currently working out of the Hillcrest site, their work schedules and their travel
characteristics;
- identify the number of parking spaces currently on-site;
- review the TTC=s policies with respect to the regulation of the on-site parking, and the applicable fees, if any;
- undertake traffic counts at the entrances/exits to and from the existing on-site parking facilities in order to establish auto
trip making characteristics of the current employees;
- identify the number of employees who rely on on-street parking in the area;
- estimate the number of employees expected to be housed at the proposed Transit Control Centre and determine how the
parking demand generated by these employees will be accommodated;
- identify the number of parking spaces which would be provided/deleted in conjunction with the proposed Transit
Control Centre.
With respect to Item Nos. 2 (the Wychwood Carhouse) and 3 (the Transit Control Centre), above, this information is
currently being compiled by the TTC and will be submitted to staff of Works and Emergency Services for review in
conjunction with the Area Parking Study and in consideration of the TTC=s application for site plan approval of the
proposed Transit Control Centre.
