Subject:Intersection of Ellis Avenue and Grenadier Heights (south leg) - Installation of all-way "Stop" sign control (High Park)

Purpose:

To implement an all-way "Stop" sign control at the intersection of Ellis Avenue and Grenadier Heights (south leg).

Funding Sources, Financial Implications and Impact Statement:

Funds to undertake the necessary signage adjustments in the estimated amount of $ 1,000 are contained in the Transportation Services Division 1998 Current Budget.

Recommendations:

(1)That "Stop" signs be installed for northbound and southbound traffic on Ellis Avenue at its intersection with Grenadier Heights (south leg); and

(2)That the appropriate City Officials be requested to take whatever action is necessary to give effect to the foregoing, including the introduction in Council of any Bills that are required.

Comments:

At the request of High Park Councillor David Miller, Works staff have investigated the feasibility of installing an all-way "Stop" sign control at the intersection of Ellis Avenue and Grenadier Heights (south leg).

Ellis Avenue in the vicinity of Grenadier Heights (south leg) operates two-way with a pavement width of 8.5 metres and a speed limit of 40 kilometres per hour. Grenadier Heights in the vicinity of Ellis Avenue operates two-way with a pavement width of 7.3 metres and a speed limit of 50 kilometres per hour. Right of way is controlled by a "Stop" sign for westbound traffic on Grenadier Heights. These two streets meet to form a "T"-type intersection.

Ellis Avenue between Morningside Avenue and the Queensway is a long winding stretch of unimpeded roadway. There is currently no crossing location for pedestrians anywhere along this roadway, and residents have complained about the danger that exists for anyone attempting to cross the street. To establish a pedestrian crossing on Ellis Avenue, Recommendation Nos. 1 and 2 should be adopted.

The installation of all way "Stop" sign control at this intersection would clearly establish right-of-way for motorists and provide a crossing for pedestrians attempting to access the ponds and park areas associated with High Park.
