Subject: Establishment of a Road Allowance Sub-Committee
Purpose:
To consider the establishment of and to propose terms of reference for a Road Allowance Sub-Committee of the Urban Environment and Development Committee.
Funding Sources, Financial Implications and Impact Statement:
There are no direct financial implications to the City through the establishment of a Road Allowance Sub-Committee.
Recommendation:
It is recommended that:
1) a Road Allowance Sub-Committee of the Urban Environment and Development Committee be established in accordance with the terms of reference outlined in this report; and
2) this report be forwarded to City of Toronto Council for information.
Council Reference/Background/History:
The former Planning and Transportation Committee of Metropolitan Toronto Council created a Road Allowance Sub-Committee in 1995 to provide an opportunity and structure for detailed discussion of issues related to the use of the non travelled portions of the former Metro roads rights-of-way by others. During the subsequent years the Sub-Committee dealt with policy development, processes and implementation of items such as transit shelters, benches, street vending and street related signs. The Sub-Committee served as an effective means of mediating conflicts among competing interests regarding the use of the non-travelled portions of the arterial roads.
In light of the amalgamation of the seven municipal road jurisdictions, it is critical that the use of the non-travelled portions of the City of Toronto roads rights-of-way be dealt with in a fair and consistent manner. The success of the former Road Allowance Sub-Committee in fulfilling similar objectives supports the creation of a similar Sub-Committee within the new City of Toronto.
Terms of Reference:
The basic role of the proposed Road Allowance Sub-Committee is to provide an opportunity and structure for detailed discussion of issues related to the use of the non-travelled portions of the City of Toronto roads rights-of-way by others.
- Scope of the Road Allowance Sub-Committee:
The Road Allowance Sub-Committee shall consider matters regarding the use by others of the non-travelled portions of the City of Toronto roads rights-of-way, but excluding matters for which specific responsibility is delegated to Community Councils or staff, unless it is necessary to refer the matter to the Sub-Committee for consideration.
While the following list is not exhaustive the Sub-Committee shall consider such matters as transit shelters, newspaper boxes, sidewalk cafes, encroachments, boulevard parking, benches, street related signs, vending, and any other matter that may be referred to it by the Urban Environment and Development Committee.
- Membership:
The members of the Sub-Committee shall be members of and appointed by the Urban Environment and Development Committee. The Sub-Committee shall be comprised of up to five members, including the Chair of the Sub-Committee. The Chair of the Sub-Committee shall be appointed by the members of the Sub-Committee.
- Schedule of Meetings:
Meetings of the Sub-Committee shall be held at the call of the Chair of the Sub-Committee.
- Reporting Relationship:
The Sub-Committee shall report to the Urban Environment and Development Committee.
Conclusion:
The formation of a Sub-Committee to deal with items outlined in this report will facilitate the resolution of issues arising out of the need to harmonize various and different approaches by the former jurisdictions.
