Subject: As-of-Right Places of Worship in Industrial Zones

 

 

Recommendation:

 

The Etobicoke Community Council on February 18, 1998, recommended to the Urban Environment and Development Committee that the Commissioner of Planning and Urban Development Services be requested to examine existing by-laws that give Aas-of-right@ church uses in Industrial zones because of the impact on the tax base.

 

Background:

 

The Etobicoke Community Council had for information a report dated February 18, 1998, from the Commissioner of Urban Development, Etobicoke, advising of receipt of an application by Deeper Life Christian Ministries International Inc. for site plan approval for a proposed 16,795 m5 (180,786 sq. ft.) Christian Centre at the south-west corner of Eglinton Avenue and Rakely Court.

 

Rakely Court is situated in a Class 1 Industrial Zone (I.C1) and a concern was expressed by the Etobicoke Community Council about the size and height of the proposed building, and the erosion on the tax base as industrial lands continue to be used for places of worship. The Etobicoke Community Council is recommending that all existing Industrial zoning regulations be examined by the Commissioner of Planning and Urban Development Services with a view to recommending appropriate amendments to address this situation.

Purpose:

 

The purpose of this report is keep the Community Council and City Council apprised of new applications as they are received by the Urban Development Department.

 

Funding Sources, Financial Implications and Impact Statement:

 

There are no financial implications.

 

Recommendation:

 

It is recommended that the Urban Development Department=s supplementary report on new applications for condominium, subdivision and site plan approval be received.
