 Subject:PCB Waste Storage Management Isssues in the New City of Toronto

 Comments

 At its meeting on May 12, 1998, the Board of Health had before it a report dated May 4, 1998 from the Medical Officer of Health respecting PCB Waste Storage Management Issues in the New City of Toronto which was addressed to both the Board of Health and the Urban Environment and Development Committee.

 Action

 The Board of Health took the following action, and notice of its action in this respect is provided for the information of the Urban Environment and Development Committee.

 The Board of Health:

 1.Adopted the foregoing report and in so doing requested the Medical Officer of Health, in consultation with Functional Leads from affected program areas, to coordinate the development of policies and procedures to be applied to PCB transfers, PCB decontaminations and PCB waste storage sites in the new City, and report back to the Board of Health.

 2.Authorized the Medical Officer of Health to write to the Minister of the Environment requesting that inspections of PCB waste storage sites be increased to previous levels.

 3.Requested the Medical Officer of Health to investigate:

 a. the potential for either the Province or the City of compiling a list of PCB storage sites holding less than 50 litres of PCB material; and

 b. a process that would integrate record keeping, protocols and computer programs between Public Health and Fire to better identify and monitor potential abandoned PCB waste storage sites.
